concern, especially with the Planning Commission, was with losing too many commissioners on <br />a commission at one time. <br /> <br />Mayor Gamec noted it must be a Council decision as to who is on the boards and policy <br />committees. He suggested reappointments to boards and commissions be discussed at work <br />sessions, rather than a regular meeting. <br /> <br />Councilmember Cook stated there is a policy problem regarding reappointments. It was the <br />decision of the full Council to move forward with the current reappointments under the present <br />policy, and the Personnel Committee has presented their recommendation. He would appreciate <br />the support of the Council on this, because it is unfair for anyone to come forward in this format <br />and have to discuss why you would not want someone reappointed. With the new policy there <br />would be an opportunity for a joint meeting with the Chair, Vice Chair and the Personnel <br />Committee to discuss reappointment before it comes to the Council. He would hold with the <br />recommendation of the Personnel Committee. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the Personnel Committee in Case No. 6 and not to reappoint Mr. Ralph <br />Brauer to the Planning Commission. <br /> <br />Motion failed. Voting Yes: Councilmembers Cook, Jeffrey, and Pearson. Voting No: Mayor <br />Gamec, Councilmembers Elvig and Strommen. Absent: Councilmember Olson. <br /> <br />Further discussion: Mayor Gamec commented sometimes it is good to have opposition voiced <br />from commissioners. Councilmember Elvig stated the Chair and Vice Chair are supporting this <br />reappointment and he would like to discuss this with the Council. Councilmember Cook noted <br />the majority vote of the Council was to bring the reappointments forward at this time. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to table the reappointment <br />of Ralph Brauer to the first meeting in January. <br /> <br />Further discussion: City Administrator Norman indicated this issue will be added to the agenda <br />of the first work session in January. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />Case #24: Report from Public Works Committee <br /> <br />1) Consider Skateboard Use Policy <br /> <br />Councilmember Cook stated with the discussion of a skateboard use policy it was determined <br />that there are several issues to be discussed. Staff was directed to bring forward a <br />recommendation for a Skateboard Use Policy.
