2) 2006 Street Maintenance Program <br /> <br />Councilmember Cook stated the Public Works Committee recommended that the Council accept <br />the Feasibility Study for the 2006 Street Maintenance Program and set the date of January 24, <br />2006 for a public hearing. <br /> <br />3) Discussion on Public Works Campus <br /> <br />Councilmember Cook stated the Public Works Committee discussed three possible sites for the <br />future Public Works Campus. Research has shown that the current Public Works Campus does <br />not have enough space for a population of 45,000, and that there is not enough available land <br />adjacent to the current site. The Public Works Committee recommended staff begin discussions <br />with the MPCA to further explore the possibilities of the option for acquisition of the MPCA site <br />for the future Public Works Campus. <br /> <br />4) <br /> <br />Tree Removal on Alpine Drive between Variolite Street and Armstrong <br />Boulevard <br /> <br />Councilmember Cook explained the north side of Alpine Drive between Variolite Street and <br />Armstrong Boulevard is lined with dead or broken off pine trees that continue to snap off in high <br />winds and either land in the right-of-way or Alpine Drive. The trees are on private property and <br />cannot be removed without the landowners' permission. The Public Works Committee <br />recommended that the Council authorize staff to contact the affected landowners and ask <br />permission to remove the dead and damaged trees. <br /> <br />Public Works Director Kapler explained staff has been removing the public property that was <br />damaged. Staff is requesting permission to contact the property owners because the trees <br />continue to fall on public property. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to ratify the <br />recommendation of the Public Works Committee in Case Nos. 2 through 4 and to accept the <br />Feasibility Study for the 2006 Street Maintenance Program and set the date of January 24, 2006 <br />for a public hearing; to authorize staff to begin discussions with the MPCA to further explore the <br />possibilities of the option of acquisition of the MPCA site for the future Public Works Campus. <br />If an agreement cannot be reached regarding the acquisition staff should begin looking at other <br />possible sites for the Public Works Campus; and to authorize staff to contact the affected <br />landowners on Alpine Drive between Variolite Street and Armstrong Boulevard and ask <br />permission to remove the dead and damaged trees. <br /> <br />Further discussion: Councilmember Strommen stated the EDA has also had discussions about a <br />future industrial park at the MPCA site. She noted the discussions with the MPCA should be <br />coordinated between Public Works and the EDA. Assistant Public Works Director Olson <br />indicated Economic Development/TIF Specialist Sullivan will be the contact person with the <br />MPCA. <br /> <br />City Council / December 13, 2005 <br />Page 35 of 37 <br /> <br /> <br />
