Consensus of the Commission was that the setback requirements would be applicable to only <br />homes on adjacent properties; the distance between the tower and the home on the site is a <br />decision of the property owner leasing space to the tower company. <br /> <br />The Commission discussed at length the height of a tower and what height would accommodate <br />three co-locators. <br /> <br />Consensus of the Commission was to stay with the 120 foot height as previously recommended. <br /> <br />Commissioner Wivoda stated that section 9.15.17 addresses private or amateur antennas less than <br />50 feet, but a typical height is 50 feet. He suggested changing the wording to be anything less <br />than 60 feet. <br /> <br />Consensus of the Commission was to change the wording of section 9.15.17 to read "less than 60 <br />feet in height". <br /> <br />Motion by Commissioner Wivoda, seconded by Commissioner Kociscak, to recommend that <br />City Council amend the tower regulations as proposed. <br /> <br />Motion Carried. Voting Yes: Vice-Chairperson Kociscak, Commissioners Wivoda, Dempsey, <br />Griffiths, and Reeve. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for Site Plan Review of Concrete Masonry Unlimited Inc.; Case of <br />Brett Pomerleau <br /> <br />Community Development Assistant Wald stated that in March of 1998, the applicant applied for <br />a conditional use permit to establish a warehousing facility in a B-1 Business district. The City <br />Council approved the conditional use permit contingent upon site plan approval. The City of <br />Ramsey has received a request for site plan review from Concrete Masonry Unlimited, Inc. The <br />site plan is proposing to construct a 6,642 square foot office and warehouse facility. The area is <br />generally located north of State Highway #10 and Boilermakers on 153rd Avenue. The site is <br />zoned B-1 Business, office facilities are a permitted use. Warehousing facilities are not a <br />permitted use in a B-1 Business district. The applicant properly applied for a conditional use <br />permit and City Council granted approval to the warehouse portion of the operation. The <br />proposed building includes an office area of 1,362 square feet and a 5,280 square foot warehouse <br />area. The structure meets setback requirements and is in compliance with the 35% lot coverage <br />restriction. The site plan proposed to have one access point from 15Td Avenue. The exterior of <br />the building is proposed to consist of concrete masonry block, some maintenance free siding and <br />an asphalt shingle roof. The proposed siding deviates from the Business architectural standards <br />and will need City Council approval. The applicant has stated to staff that he intends to construct <br />a building that contains only concrete masonry units instead of concrete and vinyl siding. Staff <br />recommended that the concrete block be integrally treated with color instead of painted concrete. <br />A revised exterior elevation plan will need to be submitted to staff prior to City Council <br />approval.
