The site plan indicates that a fence will screen any <br />outside storage. The applicant needs to submit a revised plan that indicates how much square <br />footage will be used for outside storage on the property and specify what type of fencing will be <br />used for screening purposes. Staff recommended that the landscape plan be modified to include <br />four additional trees in the proposed green space area to the northwest and three additional trees <br />along the west/southwest property line. The site plan is absent of an exterior lighting plan and <br />upon submittal, will require approval by the City Engineer. The facility will be served by on-site <br />sewer and water facilities. <br /> <br />Brett Pomerleau, stated that the City is requiring that he construct a pond in the back of his <br />property which was not indicated in 1998. <br /> <br />Community Development Director Frolik replied that on-site ponding is a common standard, but <br />recommended that Mr. Pomerleau meet with the City Engineer to refine the grading and drainage <br />plan. <br /> <br />Commissioner Dempsey inquired if Mr. Pomerleau could have a color rendering for the City <br />Council. <br /> <br />Mr. Pomerleau replied yes. <br /> <br />Commissioner Dempsey suggested leaving the conditions as stated in the City staff review letter <br />and then have Mr. Pomerleau present the color rendering at the Council meeting and let the <br />Council determine if any exceptions should be made. <br /> <br />Motion by Commissioner Dempsey, seconded by Commissioner Wivoda, to recommend that <br />City Council approve the proposed site plan for Concrete Masonry Unlimited Inc., contingent <br />upon compliance with City Staff review letter dated September 29, 2000. <br /> <br />Motion Carried. Voting No: None. <br /> <br />Case//8: <br /> <br />Request for Sketch Plan Review of Orchard Hills; Case of Homestead Multi- <br />Family Development <br /> <br />Community Development Director Frolik stated that Mike Schneider of Homestead Multi- <br />Family Development has applied for sketch plan review to develop 42 for-sale townhome units <br />on property located south of 153rd Avenue NW and Bill's Superette and east of St. Francis Blvd. <br />NW. The property consists of approximately 8 acres and is currently zoned R-3 Urban <br />Residential, which allows up to 7 units per acre. The draft Comprehensive Plan targets this area <br />for high density residential uses with densities up to 7 units per acre. The developer is proposing <br />42 units, which equates to a density of 5.25 units per acre.
