Mr. Boyum replied that there is a door on the back of the house and you go up three or four steps
to get to the land. He also noted that it is not critical that the new home be constructed as a
walkout.

Board Member Dempsey inquired as to why Lot 30 was considered undbuildable.

Mr. Boyum explained that on the previous structure, the garage encroached on Lot 30.

Community Development Frolik noted that an administrative subdivision of the two properties
took place in 1997.

Commissioner Dempsey inquired if the dividing line did or did not exist prior to the subdivision.

Community Development Director Frolik explained that there was a common lot line originally,
but the line was adjusted to accommodate the new home.

A1 Pearson, 8846 Highway 10 NW, Ramsey, stated that he was speaking in support of the
Larsen's. He expressed that it would seem to make more sense to configure the property
differently so that the homes would not be located so close to each other.

Mary Nash, 14500 Bowers Drive NW, Ramsey, stated that there are six people who own double
lots on Bowers Drive and would be opposed to the 200 foot set back requirement. Currently they
are required to pay taxes on the lot as if it were buildable and would hope that the City does not
stick to the 200 setback requirement. In regards to the construction of the new home, she
suggested that the home be redesigned so that the home does not take up so much room on the
property.

Bryan Olson, 14513 Bowers Drive NW, Ramsey, stated that his property is located directly
across from Mr. Boyum's property and was not in favor of the variance being granted.

John Jacobson, 14691 Bowers Drive NW, Ramsey, stated that he has a problem when new
people come into a neighborhood and try and change things. He feels it would be a different
situation if Mr. Boyum would have reconstructed the existing home in the center of Lot 31.

Alan Pendleton, 14523 Bowers Drive NW, Ramsey, expressed opposition to the requested
variance. He stated that Mr. Boyum is requesting a variance for his own self interest at the
expense of the Larsens who have been in the neighborhood for over 35 years. He noted that
there is not a situation in the neighborhood where there are three homes squeezed so closely
together.

John Mueller, 14650 Bowers Drive NW, Ramsey, stated that he is opposed to granting the
variance. In his opinion its an issue of fairness and would personally dislike three homes
squeezed into a small area. Another reason he was opposed to the variance is because he
currently owns an additional lot as well as his neighbor Mr. Lien and Mr. Lien has attempted for
several years to get his lot considered buildable and does not believe that he has been successful
in doing so.

Board of Adjustment/February 1, 2000
