Granting variances does nothing to <br />resolve the problem, as streets will somehow have to be laid out in this area. Chairperson <br />Anderson stated he would not be voting in favor of the variance because it does not address the <br />larger issue of street layouts and proper frontage for parcels. Board Member Johnson added that <br />the situation is unique enough to justify a variance. Board Member Kociscak asked if the <br />easement would serve both properties. Community Development Director Frolik stated that the <br />larger parcel has road frontage. Community Development Director Frolik noted the code no <br />longer allows subdivisions by metes and bounds descriptions. Chairperson Anderson asked Mr. <br />Skogquist why he did not proceed with a building permit earlier. Mr. Skogquist stated that this <br />land is part of his lot inventory, and the original deal for the property fell apart. He stated he did <br />not realize the variance could expire. He said his plan is to find a buyer for the parcel first, then <br />build a house on the parcel. He said he does not have a buyer at this time. <br /> <br />Motion carried. Community Development Director Frolik <br />stated the applicant must sign the resolution, which serves as the variance agreement. Absent: Board Member Nixt. <br /> <br />Case #2: <br /> <br />Request for a Variance to Minimum Street Frontage on PIN #06-32-25-11- <br />0014; Case of Larry Skogquist <br /> <br />Presentation <br /> <br />City Planner Rasmussen explained that Larry Skogquist is requesting a variance to the minimum lot <br />width or street frontage requirement in order that a dwelling may be constructed on a lot they own <br />that is located on the south side of County Road #63 and northwest of Dellwood Hills. The Board <br />of Adjustment approved a variance from the minimum street frontage requirement to this lot on <br />July 7, 1998. The applicant did not initiate the variance within the one-year time frame, nor did he <br />petition for an extensiOn of time to complete the variance. The subject property abuts County Road <br />#63 at two locations; one measurement is 70 feet and the other is 150 feet. In total, the parcel has <br />220 feet of non-contiguous street frontage.
