the Council direction was to put the sidewalk at a three or five foot boulevard with the exception <br />of the one with the turning lane. <br /> <br />Councilmember Hendriksen noted an area where one resident wanted the sidewalk on the curb <br />and another wanted it five feet from the curb but, with the turning lane, it is almost a straight line <br />so that should be easy to achieve. <br /> <br />Councilmember Connolly stated she likes the measurement from the easement since that will be <br />a more equitable policy to place throughout the City. <br /> <br />Director of Public Works/Fire Chief Kapler clarified that the Council direction was clear that the <br />sidewalk was to be placed three to five feet back from the curb, on a block by block basis, and to <br />work with homeowners to coordinate placement. <br /> <br />Councilmember Connolly stated she thinks the Council has done all they can and she sees no <br />reason to change that direction. <br /> <br />The Public Works Commission concurred. <br /> <br />Director of Public Works/Fire Chief Kapler stated he has acted as the "point person" on this issue <br />but City Engineer Olson may be more available during work hours. <br /> <br />Chairperson Zimmerman suggested Mr. Wilson be asked for a certificate of survey if he claims <br />his house is closer than the record shows. <br /> <br />COMMITTEE/STAFF INPUT <br /> <br />January 1, 2000 - July 5, 2000 Reported Accidents <br /> <br />Director of Public Works/Fire Chief Kapler presented a map that was updated by the Police <br />Department depicting the location of all the accidents which have occurred in Ramsey from <br />January 1 to July 5, 2000. He noted the map identifies single accident sites, multiple accident <br />sites, and two fatalities sites (153rd Avenue and Ramsey Boulevard / by Well #4 on County Road <br />#116). <br /> <br />Street Supervisor Reimer stated he called Anoka County who put a sign indicating "Cross Traffic <br />Does Not Stop." He stated he found visibility to be good at that intersection but he had asked <br />about placing a stop sign on the left side to help with visibility. <br /> <br />Director of Public Works/Fire Chief Kapler noted the location of two other fatality accidents <br />which occurred last year. <br /> <br />Chairperson Zimmerman stated the most recent fatality "threw up a red flag" that the intersection <br />may not be safe.
