Councilmember Hendriksen asked if the City is required to put in the streets as part of the
negotiations on the property.

City Engineer Olson stated a condition of the negotiation on the Sauter property was to fast track
and install roads to provide for development of the property.

Chairperson Zimmerman questioned if there is enough funding for this size of project.

Motion by Councilmember Hendriksen, seconded by Chairperson Zimmerman, to hold a further
discussion when City Administrator Norman and the Finance Officer are present and can address
the financing of this project.

Further discussion: City Engineer Olson suggested negotiations occur quickly so the plat, plans
and specifications can occur on August 8, 2000. He suggested, since it is known that it will be
developed and a schedule has been established to complete the site work and surveying, that
Hakanson~Anderson be authorized to move forward with the plat. Chairperson Zimmerman
explained that the Public Works Committee is not able to authorize such an expenditure and it
must be done by the Council. He commented on with the need to address priorities in
determining what will be funded.

Motion carried. Voting Yes: Chairperson Zimmerman and Councilmember Hendriksen. Voting
No: None. Absent: None.

Case #9: Discuss Sunwood Drive Sidewalk Project

Councilmember Connolly stated she received a telephone call from Mark Wilson wondering
about the Council action on the Sunwood Drive sidewalk project. She stated she informed Mr.
Wilson that the Council decided to use the easements as opposed to where the curbs are. She
advised that Mr. Wilson had stated his house was built too close to the easement line so she
suggested he call City Staff.

Councilmember Hendriksen clarified that at the Council meeting, he had said that the City needs
to consider where the edge of the easement is because the curb is not consistent from the edge of
the easement. He noted there is a problem area for sidewalk placement on the first block, on the
north side, but the edge of the easement appears to be rather consistent.

Councilmember Connolly stated she had asked staff to work with Mr. Wilson.

City Engineer Olson stated he did not go out and measure the property but did look through all of
the plats and buildings on the south side of Sunwood Drive. He stated Mr. Wilson is claiming
his house is closer than others on the south side. But, according to the certified surveys, that is
not the case and three to four houses are actually closer, with the exception of Mr. Wilson's
garage which is about 22 feet from the property line. City Engineer Olson stated he understood

Public Works Committee/July 18, 2000
