Director of Public Works/Fire Chief Kapler advised that staff committed to get back to A1 Kempf
in ten days. He requested authorization for staff to call Mr. Kempf with an update from the
meeting tonight and to indicate there is a good chance that the Council will ratify it at their
meeting.

The Public Works Commission indicated no objection to this request.

Case #7: Update on Award of Water Tower #2

City Engineer Jankowski explained that an error occurred when reading the Water Tower #2 bids
when the bids were opened and $1,550,000 was read but $1,445,000 was mistakenly written
down. He advised that the actual award was $10,000 more than staff reported and the Council
authorized but does not change the low bid.

Councilmember Hendriksen stated if it does not change the low bid he would support the
additional authorization.

Motion by Councilmember Hendriksen, seconded by Chairperson Zimmerman, to recommend
the additional authorization of $10,000 for the Water Tower #2 bid.

Motion carried. Voting Yes: Chairperson Zimmerman and Councilmember Hendriksen. Voting
No: None. Absent: None.

Case #8: Update on 143rd Avenue between Jaspar Street and County Road #116

City Engineer Olson stated the City included the extension of 143rd Avenue N.W. in the 2000
C.I.P. and completed negotiations with the Sauter property to allow him to develop a portion of
the Maken property. He presented the additional streets that would be required to develop the
Maken property. Staff recommends authorization of the addition of Ebony Street N.W. and the
extension of 141st Avenue N.W. to the 143rd Avenue N.W. street and utility project funded via
TIF. Staff also recommends the authorization of $70,000 to Hakanson-Anderson in time allotted
to survey and plat the property. City Engineer Olson noted the area needed for easement and
recommended hiring Evergreen Land Services to survey the easement at a cost estimate of about
$1,500 per parcel. City Engineer Olson presented a map and pointed out areas that would need
to be purchased for right-of-way.

Councilmember Hendriksen inquired what the impetus is for installing 143rd Avenue at this
time.

City Engineer Olson stated it would provide access to land for commercial and industrial
development as well as provide for utilities. He stated there is also a benefit in being able to loop
the watenr~ain.

Public Works Committee/July 18, 2000
