Councilmember Hendriksen noted that publishing this issue in the Ramsey Resident would alert <br />residents that the name will be changed and gain their support. <br /> <br />Director of Public Works/Fire Chief Kapler stated his opposition to changing street names from <br />the City's street grid system, from a safety standpoint, unless it is a case like this where the street <br />runs across the entire community. He recommended a word street name be considered rather <br />than a number street name. <br /> <br />Councilmember Hendriksen stated he agreed with that concern and noted that the Public Works <br />Committee has supported Director of Public Works/Fire Chief Kapler in the past on that issue, <br />however, this case is different. <br /> <br />Public Works Commission consensus was reached to direct staff to advertise the renaming of <br />153rd Avenue in the Ramsey Resident and to solicit names. <br /> <br />Case #6: Consider Al Kempf Easement Issue <br /> <br />Chairperson Zimmerman explained that A1 Kempf appeared before the Council indicating he had <br />an appraisal for his easement but the City did not have one. <br /> <br />City Engineer Jankowski stated Evergreen was looking at the small parcels and minimum <br />damage appraisals were established with value arrived at and offered to Mr. Kempf. He <br />explained that the tree disruption was never included in the value that was established. City <br />Engineer Jankowski stated that while he does not agree with everything in Mr. Kempf's letter, he <br />does agree that a real bona fide offer was never made to Mr. Kempf. City Engineer Jankowski <br />recommended rnaking a more appropriate written offer to Mr. Kempf of $1 per square foot. He <br />noted Mr. Kempf's appraisal was over $3.00 per square foot. <br /> <br />Chairperson Zimmerman asked if the City did an appraisal on Mr. Kempf's property. <br /> <br />City Engineer Jankowski stated a specific appraisal was not done on Mr. Kempf's property. <br /> <br />Motion by Councilmember Hendriksen, seconded by Chairperson Zimmerman, to revisit this <br />issue and order an appraisal that takes into account all pertinent factors and indicate to Mr. <br />Kempf that something happened which should not have so an appraisal will be done as soon as <br />possible. <br /> <br />Further discussion: City Engineer Jankowski stated it may be more expedient to offer $1 per <br />square foot plus $500 for each of the eight trees lost plus the cost to install a privacy fence for <br />loss of privacy to the property. Councilmember Hendriksen stated he would support an appraisal <br />to be done first. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman and Councilmember Hendriksen.
