Councilmember Zimmerman requested that staff review the assessment policy. He inquired as to <br />what it would cost the City to have it removed from as an MSA street. <br /> <br />City Engineer Jankowski explained that if Dysprosium Street was removed from an MSA street <br />the City would fewer funds from the state because the City's needs would be less, plus the City <br />would have to payback to the state the amount to cover the remaining life of the road. <br /> <br />Councilmember Hendriksen stated that staff needs to be prepared to explain the cost, to the <br />residents, for removing Dysprosium street from MSA status and any discussions that include the <br />re-doing of Dysprosium street needs to include an approximate cost that would be assessed to the <br />residents for the project. <br /> <br />Councilmember Zimmerman inquired if the road were to be modified what percent would the <br />state pay to complete the project. <br /> <br />City Engineer Jankowski replied that after the life of the road is up it would be eligible for re- <br />construction which would be 2005-2006 for Dysprosium Street and then the project could be <br />completed as an MSA project. <br /> <br />Councilmember Hendriksen stated that on September 26th, the City will have people present <br />from MnDOT as well as many residents to discuss the issue and staff needs to be prepared to <br />present the options to the citizens and MnDOT. He stated that the City has not had good public <br />relations with the residents along Dysprosium Street and now is the time to make them <br />understand that the request to removed the speed humps is coming from the residents not from <br />the City. <br /> <br />Director of Public Works Kapler stated that at some point in time the property behind the water <br />tower will be developed and questioned if staff should consider that in reviewing this process. <br /> <br />Councilmember Hendriksen replied yes. <br /> <br />City Engineer Jankowski noted that MnDOT has stated that they are not in favor of the speed <br />humps, but have indicated that there are alternatives. He suggested requesting that MnDOT <br />make a presentation as to the other type of traffic calming measures that might be acceptable. <br /> <br />City Engineer Olson replied that he did not know that the state is amenable to any traffic calming <br />techniques because the function of an MSA street is to handle capacity rather than deal with <br />residential concerns. <br /> <br />Councilmember Zimmerman stated that he did not want the residents to get the impression that <br />the issue will be resolved in one month, but that this is only the beginning of probably a very <br />long process. <br /> <br />Director of Public Works Kapler noted that MnDOT is requesting some type of response from <br />the City regarding the speed humps. <br /> <br />Public Works Committee/September 19, 2000 <br /> Page 10 of 13 <br /> <br /> <br />
