Councilmember Cook suggested the students look into running a public service announcement <br />on television. He suggested the students discuss the signs with the School Board, as the schools <br />are located on School District property. <br /> <br />Councilmember Olson stated the window stickers are an excellent idea, and could be <br />implemented at the state level. She suggested the State Licensing Bureau would be a good place <br />to go to regarding this suggestion. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #2: <br /> <br />Request for Site Plan Approval for an Expansion at Sunfish Express; Case of <br />Vanak, LLC, Frank Yamoutpour <br /> <br />Mayor Gamec stated he discussed this expansion with Mr. Yamoutpour. His opinion is with the <br />expansion of Highway 10 and different things happening in this area, he would not be in favor of <br />this expansion. Also, businesses have asked questions about their areas being blocked. <br /> <br />City Attomey Goodrich advised the Council should concentrate on the application before them <br />and the ordinance requirements. <br /> <br />Councilmember Olson stated even beyond the Highway 10 expansion, she would not be in favor <br />of this expansion due to the layout of the area and the traffic. <br /> <br />Councilmember Strommen stated she appreciates Mr. Yamoutpour's efforts, but she frequents <br />this area quite a bit and this is a troublesome entrance. Part of her concern is that there is <br />currently a sight through the vacuum islands, but a solid wall would really block the sight and the <br />ability to see the cars coming in and out. She considers this a safety issue. <br /> <br />Councilmember Cook stated this expansion cannot be viewed based on the expansion of the <br />highway; it must be based on the road and public safety. In reading the case, the expansion <br />meets with the City ordinance, however, his objection would be because of the sight lines and for <br />public safety. <br /> <br />Councilmembers Elvig and Pearson concurred. <br /> <br />Assistant Community Development Director/HRA Executive Director Sylvia Frolik indicated <br />the Council can direct staff to draft findings to support denial or approval of the expansion. Staff <br />has distributed facts of finding that support denial of the expansion for the Council to consider. <br /> <br />City Attomey Goodrich suggested an additional finding could be added to state "In addition to <br />the existing building described in finding #5, the subject property includes a standard gasoline <br />sales canopy and impervious surface for pump islands." He advised it would also be appropriate <br />to have discussion on finding #17 and of additional findings in regards to the traffic safety issue. <br /> <br />Councilmember Elvig suggested staff consider concrete language in the findings that could be <br />utilized in an ordinance at some point in time to avoid problems of this nature in the future. <br /> <br />City Council / January 24, 2006 <br />Page 11 of 22 <br /> <br /> <br />
