Voting No: None. <br /> <br />Case #3: Public Hearing on Section 28 Land Uses and Street System <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:52 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:52 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated Section 28 is located to the western boundary of the <br />Metropolitan Urban Service Area (MUSA). Because of the high potential for development, the <br />City authorized a planning study for the area. The study area is bounded by the railroad on the <br />south, Ramsey and Armstrong Boulevards on the east and west respectively, and the existing <br />single-family residential neighborhood on the north. The purpose of the study is to identify land <br />uses, street locations, and utility infrastructure, which would include sanitary sewer, water utility, <br />and storm drainage. At this point, the Public Works Committee has reviewed the land use and <br />transportation plans. Two street plan alternatives have been identified. On February 15, 2000, <br />representatives of the consulting firm of SRF, Inc. presented information to the adjacent <br />neighborhood north of the study area (149~h Avenue and 150th Lane) since these residents are the <br />closest to the study area. <br /> <br />Citizen Input <br /> <br />Patty Hoffinan, 7446 149t~' Avenue NW, Ramsey, inquired as to the process for making a <br />decision regarding the connection from her neighborhood to C. R #116. <br /> <br />Mayor Gamec replied that the reason for the public hearing was to get citizen input on the <br />proposed street system and then after the public hearing is closed the Council will be making a <br />decision whether to move forward with a design. <br /> <br />Ms. Hoffman recommended not creating the connection to C.R. #116. She explained that her <br />neighborhood has had past traffic problems on 149"' Avenue and the traffic calms that have taken <br />place have decreased the traffic by half. In her opinion, the extension of the roads to C. R. #116 <br />would increase traffic significantly into her neighborhood. <br /> <br />Councilmember Hendriksen explained that the plan was presented to the Public Works <br />Committee and that his first reaction was that the residents in the area would be in support of the <br /> <br />City Council/February 22, 2000 <br /> Page 9 of 27 <br /> <br /> <br />
