Councilmember Hendriksen inquired as to the reason for entering into such agreements. <br /> <br />City Attorney stated that land was purchased at $.65 square foot and sold for $1.35 square foot. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Connolly to authorize <br />the execution of termination agreements with Anoka Electric Cooperative, Inc. for the <br />development agreement of December 1995 and the marketing agreement of August 1996. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #12: Authorize Execution of Marketing Agreement with Advance Resources <br /> <br />City Administrator Norman explained that Michael Mulrooney of Advance Resources for <br />Development, Inc. has subcontracted with the City through a marketing agreement with Anoka <br />Electric Cooperative (mentioned in Case/ti 1 above). In addition to AEC Energy Park, Mr. <br />Mulrooney has performed marketing services for the City in Business Park 95 and on other <br />industrial and commercial development proposals. With the termination of the marketing <br />development agreement with Anoka Electric, staff recommends entering into a direct contractual <br />relationship with Advance Resources with the terms remaining the same. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to execute <br />a marketing development agreement with Michael J. Mulrooney of Advance Resources for <br />Development, inc. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Case #13: Authorization to Negotiate for Land Acquisition for Development Purposes <br /> <br />City Administrator Norman stated that with the City's first two industrial parks being completely <br />developed, providing land for development purposes has become increasingly difficult. There <br />has been a great deal of development interest for the land immediately west of Sunfish Lake <br />Boulevard, south of County Road #116. Mr. Norman stated he would like to make direct contact <br />with the property owner, even though indirect contact has been made and the owner appears <br />disinterested. City staff and the EDA have recommended that City Council direct staff to either <br />directly negotiate with the property owner or begin condemnation proceedings to acquire the <br />land west of Sunfish Lake Boulevard, south of County Road #116. <br /> <br />Councilmember Zimmerman noted that the land is not currently being used for industrial <br />purposes and wondered whether it was a good use for condemnation. <br /> <br />A discussion regarding Tax Increment Financing ensued. <br /> <br />City Council/March 14, 2000 <br /> Page 12 of 18 <br /> <br /> <br />
