Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to approve <br />Commercial Asphalt's request for a conditional use permit based on the findings of fact and <br />adopt Resolution #00-03-072 declaring terms of same. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman, and <br />Anderson. Voting No: Councilmember Hendriksen. <br /> <br />Mayor Gamec thanked Commercial Asphalt for the donations they have made to the City. <br /> <br />Case #3: Request for Site Plan Approval; Ace Solid Waste <br /> <br />Community Development Director Frolik stated that the City of Ramsey has received a request <br />for site plan review from Ace Solid Waste. The plan proposed to construct an office/shop <br />facility with a truck terminal and a future recycling transfer station. The site is generally located <br />west of Azurite Street and North of McKinley Street. The first phase of the facility is proposed <br />to be 19, 926 square feet in size and with a second floor mezzanine area of 1,248 square feet. A <br />possible future addition to this site is a 17,100 square foot recycling transfer station. The site <br />plan being considered at this time is only applicable to the initial 21,174 square feet. The <br />proposed building and its future expansion complies with the 35% building coverage restriction <br />and all setback requirements. The exterior finish on the building is proposed to consist of rock <br />and smooth face concrete block with a prefinished metal cap and a prefinished metal wrapped <br />column and canopy for the entrance. One loading berth is required and one is provided. The <br />loading berth will be located on the rear, or north wall. The site plan proposed to have four <br />accesses, two onto Azurite Street and two onto McKinley Street, which is acceptable to the City <br />Engineer. In accordance with City Code a sufficient number of off-street parking spaces are <br />provided and all traveled surfaces of the lot will be paved with bituminous and finished with B- <br />612 concrete curb. The landscape plan is generally acceptable and meets the minimum City <br />requirements. Staff has requested that the westerly truck entrance and west curbline be shifted to <br />the east so as to preserve the existing screening at the west property line. The applicant has <br />agreed to preserve the existing screening by shifting the westerly truck entrance. The plan has a <br />good mix of native trees in various stages of maturity and is proposing sufficient berms to screen <br />overnight truck parking. The submittal is deficient of exterior lighting specifications. The <br />proposed site plan for City Council approval did not include building #2, which is proposed to be <br />a recycling transfer station. The applicant may need to apply for a CUP in order to build and <br />operate a transfer station in the City of Ramsey. At this time, the applicant is planning to submit <br />the necessary applications for the transfer station at a later date. <br /> <br />Mayor Gamec stated that the Council had discussed some of the concerns during a work session <br />and understands that Ace is looking at adding a transfer station and questioned if the Council <br />should deal with all issues at once. <br /> <br />City Council/March 28, 2000 <br /> Page 6 of 21 <br /> <br /> <br />
