Absent: None. <br /> <br />Council Business <br /> <br />Case#2: Authorize Offers for Easements Required for IP #99-07 Highway #10 <br /> Drainage Project <br /> <br />City Engineer Jankowski explained that on April 11, 2000, the City Council ordered preparation <br />of plans and specifications associated with the construction of a storm sewer to service the area <br />known as Mississippi Subdrainage District No. 1. Plans and specifications have proceeded to the <br />point that the permanent and temporary easements for this project have been identified. He noted <br />the offers for each of the seven parcels over which easements are necessary for the construction <br />of this project. The permanent easements were valued at $1.25 per square foot for permanent <br />easement and $0.275 per square foot for temporary easement. The basis for these valuations and <br />determinations of each parcel value is attached. The total cost for the easements has been <br />identified at $78,936.79. This compares to $51,000 identified in the feasibility study. Staff is <br />recommending that authorization be given to make an offer to the property owners to purchase <br />the necessary easements in the amount listed in the staff report. <br /> <br />Councilmember Anderson noted the feasibility study amount was much lower. She stated the <br />difference between $51,000 and $78,000 is substantial. <br /> <br />City Engineer Jankowski stated the feasibility study amount was figured at $2.00 per square foot. <br />He added the City needed to offer a fair price. <br /> <br />Mayor Gamec asked about the 1998 sale, which the prices are based on. <br /> <br />City Engineer Jankowski stated the County usually has land values lower than the active market. <br /> <br />Councilmember Zimmerman asked if easements are needed on all of the properties. <br /> <br />City Engineer Jankowski stated there are a couple of parcels which do not have frontage on the <br />railroad tracks so no easement is needed. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Connolly to approve <br />easement, award amounts, and authorize offers to the property owners in those amounts. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. Absent: None. <br /> <br />Motion by Councilmember Hendriksen and seconded by Cotmcilmember Zimmerman to <br />authorize the City Attorney to initiate eminent domain proceedings to acquire parcels not <br />acquired by June 1, 2000. <br /> <br />City Council/May 9, 2000 <br /> Page 5 of 15 <br /> <br /> <br />
