Mr. Holasek asked what occurs if it does not work. He noted his concern regarding the slope. <br /> <br />Mayor Gamec noted the City Council has made a decision and would not change it at this time. <br /> <br />Mr. Holasek stated he believes he is being discriminated against. He asked why the City believes <br />he would be agreeable to this amount of money. He noted he felt the City would have a tough <br />time proving this project is for the public interest. <br /> <br />Mayor Gamec stated the City is not doing the project to prove anyone is right or wrong and <br />noted he took offense at the comments. He added the City Council is making its best efforts to <br />make a decision. He stated he believes it was done correctly. He noted he has high respect for <br />local government and added the local government is probably the most conscientious. <br /> <br />Case#3: Adopt Ordinance Establishing a Moratorium on the Development of <br /> Communication Towers <br /> <br />Community Development Director Frolik explained that on April 25, 2000, the City Council <br />introduced an ordinance to establish a 90-day moratorium on the development of personal <br />communication towers in the City of Ramsey. The purpose of the moratorium is to review the <br />current ordinance and determine the feasibility of predetermining tower locations or zones. In <br />accordance with the City Charter, the ordinance is now eligible for adoption and staff <br />recommends adoption of the ordinance at this time. <br /> <br />Councilmember Zimmerman asked if 90 days is sufficient. <br /> <br />Community Development Director Frolik stated the City Attorney suggested 90 days. She noted <br />this process could not be held up. She added she would have a recommendation on a consultant <br />at the next meeting. <br /> <br />City Attorney Goodrich stated he recommended 90 days because the FCC is very stringent in its <br />requirement that these towers not be held up.
