Case #4: <br /> <br />Adopt Ordinance for Land Exchange between City of Ramsey and Lord of <br />Life Church <br /> <br />City Attorney Goodrich explained that in order to facilitate a swap of land between the City of <br />Ramsey and Lord of Life Church, the City must convey its parcel to Lord of Life and, in order <br />for the City to convey property, it must adopt an ordinance pursuant to Charter requirements. <br />The property, known as the Elke property, 14640 St. Francis Boulevard, has a lengthy metes and <br />bounds description. It is that part of the East Half of the Northwest Quarter of Section 25, PIN <br />25-32-25-24-0005. The proposed ordinance was introduced at the April 25, 2000 meeting, and is <br />now being presented for formal adoption to allow this conveyance. The Council has also been <br />provided with the Land Exchange Agreement which staff recommends authorization to enter <br />into. <br /> <br />Councilmember Zimmerman asked if this is all of the right-of-way. <br /> <br />City Engineer Jankowski stated it is a summary of the parcels owned. <br /> <br />Councilmember Zimmerman asked if the right of access is retained in the City's transfer. <br /> <br />City Engineer Jankowski responded it is his understanding it is retained. <br /> <br />City Attorney Goodrich explained that the State does not require the City to retain it. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Connolly to adopt <br />Ordinance #00-06 providing for the sale of PIN 25-32-25-24-0005, known as the Elke property, <br />14640 St. Francis Boulevard, NW, Ramsey, Minnesota, with an amendment retaining a right of <br />access over the property. <br /> <br />Roll Call Vote: <br /> <br />Councilmember Zimmerman - aye <br />Councilmember Connolly - aye <br />Councilmember Hendriksen - aye <br />Councilmember Anderson - aye <br />Mayor Garnet - aye <br /> <br />Motion carded. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Connolly to enter into a <br />Land Exchange Agreement with Lord of Life Church. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly, Hendriksen, <br />and Zimmerman. Voting No: None.
