will be paved and finished with B-612 concrete curb. The applicant is asking for a waiver of the <br />curbing requirement in the boat storage yard on the east side of the building. This is necessary for <br />parking boats without causing damage to the propellers hanging down within inches of the <br />ground. The existing concrete curbing around the customer parking spaces will stay in tact. Like <br />curbing, the chain link fence will direct traffic and preserve the edge of the bituminous pavement <br />by prohibiting vehicles from driving over it. The applicant has also requested that an area of <br />6,280 square feet, within the boat storage yard, be paved with crushed asphalt instead of <br />bituminous pavement. The applicant's business requires tight maneuvering of double and triple <br />axle trailers in this area. These trailers cannot be maneuvered on hard surfaces in a confined area <br />without the possibility of trailer tires peeling to the side and off the rim which would cause <br />damage to their customers merchandise. The landscape plan is generally acceptable. The Parks <br />Supervisor and Mr. Franta have both agreed to a revision of one tree every 35' along Riverdale <br />Boulevard. The submittal is deficient of exterior lighting specifications and it should be noted on <br />the site plan if the applicant plans to add any more exterior lighting fixtures. City Staff and the <br />Planning Commission recommends site plan approval contingent upon compliance with the City <br />Staff Review Letter dated April 28, 2000, with the boat storage yard as proposed. <br /> <br />Mr. Steve Franta, owner of Canvas Craft, stated he is available for any questions. <br /> <br />Mayor Gamec asked how long he had operated his business. <br /> <br />Mr. Franta stated he has operated it since 1992 at this location. <br /> <br />Councilmember Anderson asked about the curb language that is still present. <br /> <br />Community Development Director Frolik stated there are some additional parking that has been <br />added and would need paving and curbing. <br /> <br />Councilmember Zimmerman asked about drainage and MNDOT's response. <br /> <br />Community Development Director Frolik stated MNDOT requires that the drainage not exceed <br />the predevelopment level. She noted this is a standard comment. <br /> <br />Councilmember Zimmerman asked if the new drainage is adequate. <br /> <br />City Engineer Jankowski stated he has advised them and John Oliver & Associates who did the <br />calculations. He noted from the information submitted it would support adequate storage. <br /> <br />Mr. Franta stated he had a question on the management fee of $4,500 which he thinks is a little <br />high. He added most of the drainage issue is dealt with in ponding areas. <br /> <br />City Engineer Jankowski stated he had discussed this with the City Attorney.
