Fire Chief Kapler stated it is a flammable vapor trap. He noted it is a different type of system. <br />He added after this trap, the water could go into the sanitary sewer. <br /> <br />City Engineer Jankowski stated there is significant on-site ponding. He noted if there is a ten- <br />year storm, there would not be a lot water running off the property. <br /> <br />Mr. Gary Hanson challenged the wetland determination. He stated there has been a fairly <br />extensive drought. He noted it is not unexpected that there would be some changes. He added <br />the GIS map that he downloaded shows a wetland on the site. Mr. Hanson stated Aspen trees <br />are normally found in wetlands though not exclusively. He noted it only needs to be wet two <br />weeks out of the year to be classified a wetland. He added the individual who made this <br />determination is being paid by Ace Solid Waste. Mr. Hanson stated it would not become final <br />until it is reviewed by the Anoka Conservation District. <br /> <br />City Engineer Jankowski stated he made his own determination. <br /> <br />Mr. Hanson stated Outlot A is wider than a normal easement. He noted it should be assigned for <br />a swap of equal value. He added to be of equal value it should be of equal size. Mr. Hanson <br />stated McKinley is not platted. He noted with McKinley as it is now, the Outlot between <br />McKinley and the railroad is floating free. He added per Section 6, there is no need to screen <br />McKinley because there is no residential area. He stated the other side of the railroad track is <br />the trailer park which is mostly screened by trees. He added that further to the north it is an open <br />lot to Highway #10. Mr. Hanson stated one could see all the way back to the transfer station. He <br />noted there is a need for screening under the Zoning Code. He added the Code states that the <br />City does not want construction within 1000 feet of a highway. Mr. Hanson stated the transfer <br />facility is within 800 feet of residential trailer park. He noted the Code does not allow this. <br /> <br />Mayor Gamec thanked Mr. Hanson for his comments. He stated if the site plan comes before the <br />Council, they would probably require screening when it is developed. <br /> <br />Councilmember Zimmerman stated with regard to the screening, due to the Eastern Bell <br />easement, he is not sure it could be done. <br /> <br />City Engineer Jankowski stated Mr. Hanson had indicated the Outlot is between the railroad and <br />McKinley. He noted this is not correct. He added the City owns the land on the north side of the <br />railroad to this parcel. <br /> <br />Mayor Gamec stated as for the wetlands, an outside agency has looked at it. He noted the cost is <br />billed back the same as any other development cost. <br /> <br />Mr. Hanson stated when he asked if he could accompany the individual he was told he needed <br />the approval of Ace Solid Waste. <br /> <br />Councilmember Zimmerman noted the person is licensed and registered with the State. <br /> <br />City Council/May 23, 2000 <br />Page 14 of 36 <br /> <br /> <br />
