Motion by Couneilmember Connolly and seconded by Coun¢ilmember Hendriksen to grant site <br />plan approval to Ace Solid Waste for the Transfer Station contingent upon compliance with the <br />City StaffReview Letter dated April 6, 2000. <br /> <br />Further discussion: Councilmember Hendriksen assumed the Council is not changing the <br />location of the fence. Mayor Gamec stated he thinks it is a good location for the fence. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, Anderson, <br />and Zimmerman. Absent: None. <br /> <br />Case/17: <br /> <br />Request to Rezone Property from B-1 to B-2 Business to Planned Unit <br />Development; Case of Mallard Ponds <br /> <br />Community Development Director Frolik explained that Chris Bulow is requesting a rezoning of <br />property proposed to be platted as Mallard Ponds to facilitate the development of detached <br />townhomes, twinhomes and quad-homes. The property is 16.67 acres in size and is within the <br />Metropolitan Urban Service Area (MUSA). The preliminary plat accompanying the application <br />proposed to develop the entire parcel with 58 townhomes and a future apartment complex. The <br />adjacent parcels to the north and west (Flintwood Hills 2nd -54 Addition) are zoned Planned Unit <br />Development. The parcels on the east are zoned B-1 Business. The Comprehensive Plan Draft <br />dated December 21, 1999, designates this area for high density residential according to the <br />Future Land Use Map. This category includes housing developments with a maximum density <br />of 15 units per net acre and includes housing units such as townhomes, condominiums and <br />apartments. Community Development Director Frolik stated City staff has reviewed the <br />landscaping plan and has recommended increasing the number of plant species that have a high <br />success rate in Ramsey, as well as increasing the number of trees for screening in the northern <br />portion of the property. Staff is further suggesting that a minimum of one tree per 35 feet along <br />County Road/ti 16 be included as well as increased landscaping in the common areas, along the <br />private path, around the gazebo and at the rear of the townhome units. City Staff is also <br />suggesting that a sidewalk be installed along 1404 Street to Dysprosium Street. City Staff and <br />the Planning Commission recommend approval on the rezoning from B1 and B2 to a Planned <br />Unit Development. <br /> <br />Councilmember Anderson asked about quads. <br /> <br />Mr. Bulow stated that after discussion with developers, they decided a variation of units would <br />be the best approach. He noted the northern units would be for senior housing. He added the <br />quadhomes would be for first-time homeowners. Mr. Bulow noted the price would be about <br />$110,000 versus $140,000.
