Motion by Councilmember Connolly and seconded by Councilmember Zimmerman to modify <br />and approve the Preliminary Site Plan for Mallard Ponds per Staff's recommendations for <br />modifications to the Landscape Plan and include a sidewalk along 140t~ Street to Dysprosium <br />Street, based on the introduction of an ordinance approving the request to rezone the proposed <br />plat of Mallard Ponds. <br /> <br />Further discussion: Community Development Director Frolik stated there should be three <br />motions. Councilmember Hendriksen stated with regard to the density figure mentioned, some <br />of the members are unclear as to the correct way to determine the density. He noted there are a <br />number of ways to determine density. He added it could be figured with or without the wetlands. <br />Community Development Director Frolik stated this is part of the rezoning to PUD which <br />requires a preliminary site plan. Councilmember Hendriksen asked if the preliminary site plan is <br />on page 191 of the Council agenda to which Ms. Frolik responded in the affirmative. <br /> <br />Motion carried. Absent: None. <br /> <br />Case #8: <br /> <br />Request for Preliminary Plat Review of Mallard Ponds; Case of Chris Bulow, <br />Bulow Incorporated <br /> <br />Community Development Director Frolik explained that Chris Bulow of Bulow Incorporated is <br />requesting preliminary plat approval of Mallard Ponds. The plat consists of approximately 16 <br />acres in the area generally described as north of County Road #116 and east of Dysprosium <br />Street. The proposal is to develop the northern portion of the property with 58 townhome units <br />(26 detached townhomes and 32 twinhome units); and the southerly portion of the property <br />would be developed into 36 quadhome units (nine fourplex townhomes). The property was <br />supposed to be in the development moratorium until February 16, 2000. At the applicant's <br />request, the Council excepted the property from the moratorium on January ! 1. The property <br />consists of 16.67 acres and is currently zoned B-1 and B-2 Business. The draft Comprehensive <br />Plan targets this area for high density residential uses with densities up to 15 units per acre.
