d) CompComm $2,000-$18,000 <br /> <br />City Staff recommends awarding the project to McCombs Frank Roos Associates. <br /> <br />Councilmember Anderson asked why this company is being recommended over Biko Associates, <br />Inc. <br /> <br />Community Development Director Frolik responded McCombs Frank Roos Associates, Inc. has <br />been keeping in touch with staff and appears anxious to do the work. <br /> <br />Councilmember Zimmerman stated he thinks Biko Associates, Inc. is secondary to McCombs <br />Frank Roos Associates, Inc. <br /> <br />Mayor Gamec recommended Dahlgren, Shardlow, and Uban, Inc. <br /> <br />Councilmember Connolly stated CompComm seems to be specializing in these types of towers. <br /> <br />Councilmember Hendriksen stated if the company is out of state, the Council should take a <br />harder look at it. <br /> <br />City Administrator Norman stated it could be handled with conference calls, but if problems <br />develop, the "sticker price" goes up rapidly. <br /> <br />Councilmember Anderson stated she is more impressed with the representative from Biko <br />Associates, Inc. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Connolly to engage the services of <br />McCombs Frank Roos Associates to review the City's current personal communication tower <br />ordinance at a cost not to exceed $3,400.00. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. Absent: None. <br /> <br />Case #1 O: <br /> <br />Authorization to Enter into Highway #10 Corridor Coalition Joint Powers <br />Agreement <br /> <br />City Administrator Norman explained that beginning in September 1999, the City Managers of <br />four cities, including Ramsey, met to discuss the formation of a collaborative effort for <br />improvements along the Highway #10 corridor. The objectives of the collaborative effort was to <br />bring stake holders together for the planning of expansion for the T.H. #10 and contributing <br />roadways from the southern boundary of Coon Rapids through Elk River by the year 2005. The <br />suggested work plan included draffing support resolutions for the improvements to T.H. #10 <br />from a variety of political jurisdictions, secure resolution support for a Mississippi River crossing <br />in the City of Ramsey, secure supporting petition from legislative and congressional delegation <br /> <br />City Council/May 23, 2000 <br />Page 19 of 36 <br /> <br /> <br />
