that encourages MnDOT and the Metropolitan Council to include the T.H. #10 expansion project <br />in future transportation system plans and funding commitments, and work with key legislative <br />and congressional staff to ensure the proposed project is a priority project in the respective <br />transportation plans. The original cities of Ramsey, Andover, Anoka, and Coon Rapids have <br />since been joined by the City of Elk River and Anoka County during the. formation stages of the <br />Highway #10 Corridor Coalition. It has been noted that similar coalitions have experienced <br />successes in transportation improvements for 35W, Highway #100, and Highway g610, among <br />others. A joint powers agreement was drafted and changes have been made which would be <br />acceptable to all of the entities that are currently participating in the dialog. It is anticipated that <br />other jurisdictions such as Blaine, Dayton, Maple Grove, and Hennepin County will be asked to <br />join at some time in the future. Operational costs of the organization would be shared by a <br />formula developed in the joint powers agreement. The organization would seek grant funding to <br />pay for the major corridor studies, rather than funding from the member political entities. It is <br />anticipated that the initial contribution requested from the City of Ramsey will be $2,000. City <br />Administrator Norman advised staff would recommend the City Council authorize the City to <br />enter into the joint powers agreement with the Highway gl 0 Corridor Coalition, begin the task of <br />seeking financial assistance for the Highway gl0 expansion project and the construction of a <br />proposed Mississippi River crossing bridge between the Cities of Ramsey and Dayton. <br /> <br />Councilmember Anderson asked if there would be an executive director. <br /> <br />City Administrator Norman stated most of the work would be in-house. He noted there would be <br />some lobby work done by consultants. He added they would be using Phil Cowan who has been <br />attending the meetings. <br /> <br />Councilmember Hendriksen stated if Len Levine is the City's consultant, he would be free to <br />attend the meeting on behalf of the City. <br /> <br />Councilmember Anderson asked what Anoka had objected to. <br /> <br />City Administrator Norman stated Anoka is concerned with the corridor study. He noted they <br />feel it could lead to a three-lane Highway gl0. He added this would mean improvements on the <br />crossings on Highway g47 and Highway gl0 and would be expensive. <br /> <br />Mayor Gamec noted it would also need improvements on the Highway #10 and Ferry Street <br />bridge. <br /> <br />Councilmember Anderson asked if Anoka would participate. <br /> <br />City Administrator Norman responded yes. He stated Anoka wanted its concerns heard. <br /> <br />Councilmember Hendriksen referenced the withdrawal language.
