Plan. This Ordinance is consistent with the Comprehensive Plan submitted to the Metropolitan <br />Council, and address at least one of the goals in the plan by providing pedestrian connections to <br />community facilities. The proposed ordinance has been discussed for several months by both <br />Commissions and has been the subject of two public hearings. In addition, the Park and <br />Recreation Commission specifically requested comment from developers doing business in <br />Ramsey. There has not been opposition to the ordinance. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmcmber Hendriksen, to introduce an <br />ordinance establishing a requirement for sidewalks in new urban development. <br /> <br />Further discussion: Councilmember Anderson inquired as to what they will do about an area <br />within the MUSA, but on septic systems that may not be developed in high density. <br />Parks/Utilities Supervisor Boos replied that the ordinance is meant for new developments. <br />Councilmember Connolly replied that the requirement for the sidewalks is determined by <br />density. Parks/Utilities Supervisor Boos replied that the ordinance is intended to help staff work <br />with developers. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #9: Condemnation Action to Acquire Industrial Land <br /> <br />City Administrator Norman stated that in 1996, the City, along with Anoka Electric Cooperative <br />(AEC), was in the process of discussing the purchase of a 56.7-acre parcel of property described <br />as the Royal Concrete property owned by L.W and Diana M. Makens. The property is located in <br />an area to the southwest of the AEC Energy Industrial Park. Negotiations were terminated some <br />time in 1997, and the City Council directed staff to do a feasibility study of the project in 1999. <br />The City Council heard the feasibility study in a work session on March 6, 2000, and it was <br />determined that redevelopment of the property would be financially feasible and staff was <br />directed to begin negotiations with the property owner. Negotiations with the property owners <br />have not yielded a purchase price close to the appraised value of the property and staff requested <br />that City Council consider condemnation to acquire the property. The City has used this process <br />to acquire various well sites, road right-of-way, industrial land for ponding, senior housing, and <br />more recently, other industrial sites. Since the property owners seem unwilling to negotiate a <br />price that the City feels is a reflection of the market value of the land the City should proceed to <br />condemnation, which will set the price for both parties. <br /> <br />Motion by Councihnember Connolly, seconded by Councilmember Hendriksen, to adopt. <br />Resolution #00-06-162 authorizing acquisition of property for industrial park development <br />purposes. <br /> <br />Motion carried.
