Case #10: <br /> <br />AuthorizatiOn to Enter into Loan Agreement with Systematic Refrigeration, <br />Inc. <br /> <br />City Administrator Norman stated that in December 1999, the City of Ramsey formally made an <br />application to the Department of Trade and Economic Development for a Minnesota Investment <br />Fund Grant. The City was notified in May that it would receive a grant in the amount of <br />$300,000. The proceeds of the grant will be used to make a loan to Systematic Refrigeration, <br />Inc. for equipment and related project expenses. The term of the loan will be for ten years at 3%. <br />As the loan is repaid, a Revolving Loan Fund will be established for the City. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to authorize <br />entering into a loan agreement with Systematic Refrigeration/Mateski Properties L.L.C in the <br />amount of $300,000 subject to the City Attorney's approval. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #11: <br /> <br />Adopt Ordinance to Establish Maintenance Requirements for Individual <br />Sewage Disposal Systems <br /> <br />Community Development Director Frolik stated that on June 13, 2000, the City Council <br />introduced an ordinance to amend the Septic System section of City Code to require homeowners <br />to assess the fimctionality of their systems at least every three years, require pumpers to provide <br />the City with monthly pumping reports which the City will maintain, and that the City will <br />publish an annual reminder of the three year assessment requirement in the City newsletter. <br /> <br />Councilmember Hendriksen noted that this is the least stringent interpretation of State Rule 7080 <br />that the City can pass and still be in compliance with State law. <br /> <br />Motion by Counciimember Hendriksen, seconded by Councilmember Connolly, to adopt <br />Ordinance #00-09 establishing maintenance assessments for individual sewage treatment <br />systems. <br /> <br />Further discussion: Councilmember Anderson stated that she was opposed to the ordinance <br />because the ordinance allows residents to complete the inspection themselves and that the net <br />result is inadequate inspections being completed. The City of Ramsey has the most septic <br />systems in Anoka County and the City needs to encourage proper sewage treatment. <br /> <br />A roll call vote was performed by the recording secretary. <br /> <br />Councilmember Hendriksen aye <br /> <br />City Council/June 27, 2000 <br />Page 19 of 26 <br /> <br /> <br />
