4) Update on T.H. #47

Councilmember Zimmerman stated that staff reported on two issues. One issue involved Great
Rivers Energy and Qwest (formerly known as US West) both of which had utilities located near
153rd Avenue NW and T.H. #47. These companies both had easements for their facilities to be in
their present locations. Great Rivers Energy is proceeding with the relocation of the power pole.
The City received an agreement from Great Rivers Energy to move the power pole at the cost of
$15,693.95. The City Engineer had received a telephone call from Qwest advising him that the
cost to relocate the utility cabinet is $11,132.23. The previously estimated cost of moving this
cabinet was $35,000. Qwest was not willing to move the existing cabinet until both a recorded
easement and a verbal authorization have been received. The easement has been delivered to the
City Attorney for recording. The Public Works Committee directed staff to proceed in their best
judgment so the project would not be delayed.

City Engineer Jankowski noted that he did authorize the expenditure of $11,132.23 and the
utility cabinet is scheduled to be moved this week. The power pole has already been relocated.
He stated that the second issue discussed was the closure of T.H. #47, north of CSAH #5, for a
two-week period in order to avoid a modification to the current construction phasing plan. The
negative of the closure will be the inconvenience to the traveling public for a two-week period
anticipated to begin August 15, 2000, and reopen prior to Labor Day weekend. The advantage
will be an acceleration of the project to place it back on schedule and to avoid the additional cost
associated with a revised grading plan. The Public Works Committee recommended allowing
the closure for a two week period withholding any formal agreement amending the contract.

Mayor Gamec suggested having a map showing the closure and alternative routes on cable TV.

City Engineer Jankowski noted that staff will be sending out notification to the affected
residents.

Councilmember Connolly suggested including a map in the special edition of the Ramsey
Resident.

Councihnember Zimmerman requested that the map also be included in the newspaper.

5) Consider Renaming East/West of 153ra Avenue NW

Councihnember Zimmerman stated that he had suggested changing the name of 153rd Avenue
NW to a unique, nonmumeric name since the roadway varies between 153rd Avenue NW to 155th
Avenue NW in various locations as it crosses the City. The Committee directed that suggestions
for the renaming be advertised in the Ramsey Resident.

6) Consider Al Kempf Easement Issue

Councilmember Zimme~an stated that the Committee discussed the appropriate response to the
statement presented by Mr. A1 Kempf at the July 11, 2000 City Council meeting. The
Committee directed that an appraisal be obtained for damages to the Kempfproperty.

City Council/July 25, 2000
