Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to ratify the
recommendation of the Public Works Committee.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, and
Zimmerman. Voting No: None. Absent: CouncilmemberAnderson.

7) Update on Award of Water Tower No. 2

Councilmember Zimmerman stated that staff explained that an error occurred when reading the
Water Tower No. 2 bids when the bids were opened and $1,455,000 was read, but $1,445,000
was mistakenly written down. The actual award should be $10,000 more than authorized. The
Public Works Comlnittee recommended that Council approve of the additional $10,000 for the
Water Tower #2 bid.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to adopt
Resolution #00-07-184 modifying the contract award for the construction of water tower #2.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, and
Zinamerman. Voting No: None. Absent: CouncilmemberAnderson.

8) Update of 143rd Avenue NW between Jasper Street NW and County Road #116

City Engineer Olson stated that this section of road has been identified in the 2000 C.I.P. and
would provide access, sewer, water and storm sewer to over 56 acres of commercial and
industrial property, identified as the Makens property, which is currently owned by a concrete
pipe yard and an asphalt plant. The project cost estimate outlined in the C.I.P. is $580,000. Of
this project cost, $100,000 was estimated for land acquisition and $110,000 was estimated for
sewer and water utility construction. The City has completed negotiations to acquire an
additional site along Sunfish Lake Boulevard, identified as the Sauter property. As part of those
negotiations, the City has agreed to allow Mr. Sauter to develop a portion of the Makens
property. With development plans pending, the City will need to authorize the additional street
and utility work south of the 143rd Avenue NW project. Ebony would be the name of the north-
south street and 141s~ Avenue NW would extend to Ebony Street NW. This street and utility
work would cost an additional $540,000 as estimated by Hakanson Anderson, the consulting
engineer on this project. This money would be for the construction of the street and utilities
necessary for the development of this property. It is staff's intent to also expand the scope of the
services that would be required of Hakanson Anderson for design, inspection and surveying of
the plat for this project. The cost for the additional services due to the project expansion is
approximately $70,000 and is included in the $540,000. Due to the complexity of this project as
it relates to right-of-way acquisitions and the timing constraints with the pending development
plans by Mr. Sauter, it also is staff's intent to hire Evergreen Land Services for the right-of-way
acquisition. Per a conversation with Mr. Bud Storm of Evergreen Land Services, they would be
willing to work on an hourly basis with a not to exceed amount of $1,500 per parcel for

City Council/July 25, 2000
