acquisition services plus the cost of any necessary appraisals. The funding for this project would
come fi'om TIF funds as identified in the 2000 Capital Improvements Program.

City Administrator Norman clarified that this project is not in the 2000 C.I.P., but staff is in the
process of writing the 2001 to 2005 C.I.P. He explained that the 2000 C.I.P. included developing
the BMA property, but because of the industrial business pending, a decision was made to
develop the Maken property instead. The C.I.P. will be re-written to include this project and the
use of TlF funds.

Councihnember Zimmerman inquired as to the amount of tax dollars the City will receive fi'om
the redevelopment.

City Administrator Norman replied that he would have to research the information.

Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to authorize the addition of
Ebony Street NW and the extension of 141st Avenue NW to the 143rd Avenue NW street and
utility project, hiring of Hakanson Anderson for additional surveying and platting services, and
hiring of Evergreen Land Services for right-of-way acquisition.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, and Connolly.
Voting No: Councilmember Zimmerman. Absent: Councilmember Anderson.

Councihnember Zimmerman stated that he is opposed because he was under the impression that
the City was going to focus on the Highway 10 corridor and the redevelopment of the Maken
property is going to total approximately 2 million dollars and he does not know that the City can
generate enough money from that district to work on Highway 10 also.

9) Discuss Sunwood Drive Sidewalk Project

Councihnember Zimmerman stated that a discussion was held regarding the location of the
sidewalk on either side of Sunwood Drive NW. The consensus of the Committee was that the
direction that was given to staff at the July 11, 2000 City Council meeting was clear, and that all
of the residents on that section of roadway were treated equally.

Case #8: Report from Finance Committee

1) Approve County Road #116 Trail Construction

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to authorize the
transfer of $41,850 in available trail fees and $8,150 in Mallard Ponds park dedication fees to the
Rivers Bend Park fund for the construction of the County Road #116 trail and direct staff to
research the possibility of constructing a trail on the north side of C.R. #116.

City Council/July 25, 2000
