with City Code a sufficient number of off-street parking spaces are provided and all traveled <br />surfaces of the lot will be paved with bituminous and finished with B-612 concrete curb. The <br />parcel is approximately 2.14 acres in size; the applicant is proposing a total building and <br />bituminous pavement coverage of 6% or 5,600 square feet. Chalich Trucking will establish a <br />yard around the office building and paved area by installing sod. The remaining area will <br />continue to remain in its current natural state. The exterior finish on the building is proposed to <br />be a tan vinyl siding with decorative brick on the east wall. The vinyl siding deviates from the <br />B-3 Highway Business District requirements and will require City Council approval. It was also <br />noted that, in 1986, the applicant received City approval for the construction of the truck terminal <br />across the street. The approval required the applicant to apply brick facades on the south and <br />east sides of the building. The applicant has not constructed the required exterior brick facades. <br />The proposed landscaping plan is minimal and staff is requesting several modifications. A <br />minimum of seven trees should be planted (typically deciduous of two different varieties) along <br />the street frontage, the foundation plantings should be a variety of species, and the field or <br />natural area should receive some type of landscaping design. The proposed exterior lighting <br />fixtures do not meet City Code standards; modifications should be made and are subject to the <br />City Engineer's approval. The Planning Commission reviewed Chalich Trucking's site plan at <br />their regular meeting on July 10, 2000. The Planning Commission recommended approval with <br />the condition that the applicant apply brick facade to their truck terminal as previously approved. <br />Subsequent to the Planning Commission meeting, the applicant submitted a revised Drainage and <br />Grading Plan as requested by the City Engineer. The revised plan still has a few outstanding <br />issues that can and will be addressed prior to any building permit being issued. <br /> <br />Councilmember Anderson inquired as to why the applicant was proposing the vinyl siding. <br /> <br />Community Development Assistant Wald replied that vinyl siding is in character with the truck <br />terminal and the industrial park. <br /> <br />City Administrator Norman noted that the area provides a wonderful opportunity for future <br />development, but the City is months away from bringing forward a redevelopment plan. <br /> <br />Councilmember Anderson expressed concern that the applicant never complied with applying the <br />brick facades on the existing building. <br /> <br />Cheri Cook, 8049 146th Avenue NW, Ramsey, replied that she was not involved in the <br />construction of the existing building and they have agreed to place the brick on the north and <br />west sides of the existing building. <br /> <br />Councihnember Hendriksen inquired if the City would be granting them the relaxation of a <br />standard that is in place with the notion that the City will eventually redevelop the site. <br /> <br />City Attorney Goodrich explained that the construction of the bridge across the river could be ten <br />years away and whether the building was finished in concrete block or vinyl siding would not <br />have much of an impact on the value of the property. <br /> <br />City Council/August 8, 2000 <br /> Page 6 of 14 <br /> <br /> <br />
