City Attorney Goodrich explained that the Council does not have the authority to require the <br />applicant give up his access to Highway #10, but they could request that the applicant do so. <br /> <br />Dale Campbell, Architect for Milton Glass, stated that they have agreed to have one access from <br />Highway #10 as recommended by MnDOT. <br /> <br />Mayor Gamec explained that the City is eventually looking at a Highway #10 corridor which <br />would eliminate many of the accesses from the highway. <br /> <br />Mr. Campbell replied that they were never made aware of any future plans the City may have for <br />the area during this process. <br /> <br />Mayor Gamec replied that the coalition is just forming and work on the study probably won't <br />begin until late fall. <br /> <br />Councilmember Hendriksen stated that the question the Council was asking is whether or not <br />they would have any objection to additional language regarding the frontage road and access <br />from Highway # 10. <br /> <br />Milton Glass inquired as to how much land would it take, because his property is only 250 feet <br />deep and this could significantly impact his property. <br /> <br />City Administrator Norman replied that at this point they are only referring to the access. <br /> <br />Councilmember Hendriksen stated that the location of the frontage road would depend on the <br />alignment of Highway #10 and questioned if the applicant would be willing to use the frontage <br />road as an access rather than having direct access from Highway #10. <br /> <br />Mr. Glass replied yes. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to approve the <br />proposed site plan for M & G Leasing contingent upon compliance with City Staff Review letter <br />dated July 28, 2000, MnDOT's recommendations dated August 11, 2000, and including the <br />wording "That the applicant agrees to relinquish access onto US Highway #10 with out <br />compensation at such time as alternate access is provided by the City through use of a frontage <br />road system." in the Development Agreement. <br /> <br />Motion carried. Voting Yes: <br />Zimmerman.
