936 square feet in size; the principal building is 3,600 square feet in size. The total square
footage of the principal building and the accessory building does not exceed the 35% lot
coverage restriction. The proposed size of the accessory building does not exceed the 30% of
principal building size restriction. The proposed accessory building meets all the required
setbacks. The accessory building is proposed to be finished with white vinyl siding and light
brown asphalt shingles. The construction materials are consistent with the residential area it's
located in, but deviate from commercial standards and require Council approval. The accessory
building is not proposed to have an asphalt driveway as this time. Normally, the City would
require a paved and curbed access to the accessory building. The church has agreed to paving
and curbing an entrance road to the proposed building by no later than August 2005. The
Planning Commission recommended approval of the proposed accessory building per the City
Staff Review Letter dated August 1, 2000, with construction materials as proposed and a five
year time period to pave the access.

Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to approve the
proposed accessory building on the Independent Baptist Church site per the City Staff Review
Letter dated August 1, 2000, with construction materials as proposed and a five year time period
to pave the access.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, Anderson,
and Zimmerman. Voting No: None.

Case #3: Request for Site Plan Review; Boilermakers #647

Community Development Director Frolik stated that the City of Ramsey has received a request
for site plan review from Boilermakers #647. The plan proposes to construct a training center
addition onto an existing building. The site is located at 9459 Highway 10 NW, generally north
of State Highway #10 and west of 153rd Avenue NW. The site plan was submitted to the City
Council on August 8, 2000. The applicant was not present at the meeting. The Council was
concerned with waiving the curbing and a possible redevelopment plat for that area, for those
reasons Council tabled action until the applicant could be present to answer questions.

City Administrator Norman stated that the Council is aware of a developer attempting to acquire
several of the properties in the area and the developer has been in contact with the owner of the
Boilermakers' property, but they have indicated that they would like to proceed with the
expansion of the building because the developer is unable to proceed with negotiations until the
feasibility study is completed by the City in regards to the Utilities.

Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to approve the
Boilermakers site plan contingent upon compliance with City Staff Review Letter dated June 28,
2000, with modifications as recommended by the Planning Commission.

City Council/August 22, 2000
