Voting No: None. <br /> <br />Case #4: Request for Site Plan Review Case of City Wide Door Company <br /> <br />Community Development Director Frolik stated that the City of Ramsey has received a request <br />for site plan review from City Wide Door Company. The plan proposes to construct a storage <br />and showroom addition onto an existing building. The site is located at 6845 Highway #10. <br />City Wide Door Company is proposing a 7,200 square foot addition onto an existing building in <br />the Highway Business District. The addition would consist of a 2,250 square foot showroom and <br />a 4,950 square foot storage addition. The proposed addition and existing building complies with <br />the 35% building coverage restriction and all setback requirements. The exterior finish on the <br />building is proposed to consist of a beige rockface concrete block and a facebrick to match the <br />existing building. In accordance with City Code, a sufficient number of off-street parking spaces <br />are provided. All thirty-nine parking spaces are currently or will be paved and finished with B- <br />612 concrete curbing. The applicant is asking for a waiver to the curbing requirement along the <br />west portion of the property where RV Wholesalers currently operates. City Wide Door <br />Company has a future redevelopment plan for the site that would require removal of the paved <br />RV display area. The landscape plan is generally acceptable. The Parks Supervisor is requesting <br />that two additional trees be planted along Highway #10 and including landscaping along the <br />north property line. The submittal is deficient of exterior lighting specifications and it should be <br />noted on the site plan if the applicant plans on adding any more exterior lighting fixtures. A <br />temporary modular structure is located on the property and is being used by RV Wholesalers (a <br />tenant of City Wide Door Co.). The modular structure is not a legal permitted structure and has <br />not received the necessary permits from the City. The applicant has agreed to remove the <br />modular structure before constructing the proposed addition. The drainage plan is proposing to <br />discharge into a detention pond located on the adjoining property to the east (Deal Commercial <br />Center). City Wide Door Company is required to provide evidence of sufficient capacity and <br />permission to direct stormwater runoff to the sedimentation pond on Deal Center before any <br />building permits will be issued. The Planning Commission met on August 1, 2000, to review the <br />site plan. Discussion occurred on the landscape and drainage plans in order to verify that City <br />Codes are being met. <br /> <br />Councilmember Zimmerman inquired if the drainage plan is sufficient. <br /> <br />City Engineer Jankowski stated that his concern was whether or not the use of the adjoining <br />detention pond would have any legal ramifications, and according to the City Attorney if the <br />landowner of the adjacent property is in agreement that the use would be permissible. The other <br />issue was to ensure that the pond would be adequate for storage of both properties, which will be <br />determined by the WMO. <br /> <br />Councilmember Anderson inquired when a determination should be made as to if the ponding is <br />adequate in size <br /> <br />City Council/August 22, 2000 <br /> Page 8 of 18 <br /> <br /> <br />
