City Engineer Jankowski replied that it would need to be completed before the grading occurs. <br /> <br />Councilmember Anderson inquired about the illegal temporary structure that is on the property. <br /> <br />Community Development Director Frolik replied that the Development Agreement includes the <br />requirement that the structure be removed. <br /> <br />Councihnember Anderson inquired if there will be any penalty for the applicant for illegally <br />having the temporary structure on their property. <br /> <br />Community Development Director Frolik replied only if the Council were to give that direction. <br /> <br />Councilmember Anderson inquired as to when they formalize the legalities of draining into the <br />neighboring pond. <br /> <br />Community Development Director Frolik replied that the applicant will need a permit from the <br />WMO. <br /> <br />Councihnember Anderson inquired as to what will happen if it is determined that the pond is not <br />adequate. <br /> <br />Community Development Director Frolik replied that the applicant would be required to <br />construct a pond on his own property. <br /> <br />Councihnember Hendriksen inquired if there is a City easement on the pond. <br /> <br />Community Development Director Frolik replied yes. <br /> <br />City Attorney Goodrich suggested adding the condition of receiving permits from the WMO as a <br />contingency to the approval. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Connolly, to grant site plan <br />approval to City Wide Door Company contingent upon compliance with the City Staff Review <br />Letter dated July 28, 2000 and receiving permits from the WMO. <br /> <br />Further discussion: Ed Hamilton, 6615 Highway #10, Ramsey, stated that he has lived in the <br />City of Ramsey for several years which included years when there was a high water table. At <br />one point he had water in his basement for 16 months and if the City keeps adding ponds it will <br />eventually increase the water table. Mayor Gamec replied that the WMO has to review the site <br />to determine what will be adequate for the site and eventually there will probably be an overall <br />storm drainage plan for the area. Councilmember Anderson advised the resident to attend the <br />WMO meeting that is held on the third Thursday at 8:30 a.m. Councilmember Zimmerman <br />stated that Mr. Hamilton brought up a good point and thinks that it is necessary to place a storm <br /> <br />City Council/August 22, 2000 <br /> Page 9 of 18 <br /> <br /> <br />
