to R-1 Urban Residential based on the findings of fact as adopted in Council Resolution #00-09- <br />232. <br /> <br />A Roll Call vote was performed by the Recording Secretary: <br /> <br />Councilmember Hendriksen aye <br />Councilmember Anderson aye <br />Councilmember Connolly aye <br />Councilmember Zimmerman aye <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #3: Comprehensive Plan Storm Water Management Plan <br /> <br />City Administrator Norman stated that City staff recently was made aware of a Comprehensive <br />Plan requirement that the City complete a local surface water management plan consistent with <br />Minnesota State Law under Minnesota Rules 8410,0160. The Lower Rum River Watershed <br />Management Organization (WMO) prepared a Comprehensive Watershed Plan in the fall of <br />1998. The Metropolitan Council is requiring the City to complete its local surface water <br />management plan consistent with the WMO plan in order to begin the review process of the <br />City's Comprehensive Plan. Staff discussed the matter with the City Council during the work <br />session of September 5, 2000, and was directed to draft a letter stating that the City would adopt <br />the WMO Comprehensive Watershed Plan. During discussions with the Metropolitan Council <br />staff through the remainder of the week, it has become apparent that the City may be required to <br />formally adopt the WMO Comprehensive Watershed Plan or take some other action to satisfy' the <br />completeness review process of the City's Comprehensive Plan. <br /> <br />Councilmember Zimmerman questioned the cost of completing a comprehensive, local surface <br />water management plan. <br /> <br />City Engineer Olson replied that the comprehensive plan could cost approximately $60,000 but <br />the plan would be looking at the design of each pipe in the ground and determine if it complies <br />with the current Code and would also include all storm sewer ditches. He noted that by <br />approving the resolution for a local surface water management plan it does not require the City to <br />spend the $60,000. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to adopt <br />Resolution #00-09-234 to establish a local surface water management plan. <br /> <br />Motion carried.
