Voting No: None. <br /> <br />Case #6: Authorization of Phase II Feasibility Study for Co-Cities Community Center <br /> <br />City Administrator Norman stated that a feasibility study was performed to study the concept of <br />a tri-community center and was presented in January 2000. The study was directed by an <br />informal.partnership that was made up of the cities of Anoka, Andover, and Ramsey, along with <br />the Anoka-Hennepin School District. With the completion of the first phase of the study, it was <br />determined that a phase II would be necessary to provide answers to such qUestions as to citizens <br />support, where would it be constructed, and the makeup of the partnership. The cities received a <br />proposal for phase II from BWBR Architects in June 2000. The City of Anoka decided not to <br />participate in the second phase of the feasibility study. The City of Andover agreed during a <br />meeting on August 1, 2000, to participate in the phase II of the co-cities community center <br />feasibility study if the City of Ramsey would participate. The City Council discussed the matter <br />during a work session held on August 29, 2000, and agreed to place the item on the agenda for <br />consideration. During the discussion at the Council work session, the City Council indicated that <br />the citizen's survey portion of the feasibility study would have additional benefit beyond the <br />feasibility of a community center. The Council directed staff to determine if additional questions <br />could be added to the citizens' survey and that the survey results be community-specific. Staff <br />has discussed the matter with BWBR Architects and they have acknowledged that the survey <br />could be structured in that manner. Financing for the phase II of the feasibility study would <br />come from the Council contingency fund. <br /> <br />Councilmember Hendriksen questioned the cost to the City of Ramsey for participating in the <br />study. <br /> <br />City Administrator Norman replied $13,500. <br /> <br />Councihnember Zimmerman stated that he was opposed to the City participating in the <br />feasibility study. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to authorize <br />execution of an agreement with BWBR Architects for Phase II feasibility study for a co-cities <br />community center contingent upon participation by the City of Andover. <br /> <br />City Council/September 13, 2000 <br /> Page 14 of 19 <br /> <br /> <br />
