Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 8:21 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated that the 2000 Street Maintenance Program consisted of five <br />individual projects covering 9.32 miles of street. The individual projects were as follows: <br /> <br />· 00-01 Flintwood Hills Addition <br />· 00-02 RamseyTerrace <br />· 00~03 Rum Acre Estates <br />· 00-04 Crow's Unplatted (Section 9, 10, 15, and 16 west of County Road #56) <br />· 00-05 ReilleyEstates <br /> <br />City Engineer Jankowski explained that each of the subdivisions received a one and one-half <br />inch bituminous overlay. Two projects, #00-01 and #00-05, had storm sewer projects constructed <br />prior to the overlay of the project. The final quantities of the bituminous overlay work had been <br />compiled or estimated (the shouldering work on all five projects and the bituminous quantities on <br />#00-05). The City's policy is to assess 50% of the total cost of the overlay work to the benefited <br />property owners. The cost of the storm sewer work associated with projects #00-01 and #00-05 <br />is being completely funded through the City's newly created storm water utility. The proposed <br />assessment for each buildable property is as follows: <br /> <br />· 00-01 $784.10 <br />· 00-02 $575.76 <br />· 00-03 $477.42 <br />· 00-04 $540.43 <br />· 00-05 $699.90 <br /> <br />Citizen Input <br /> <br />Paul Schmaltz, 16554 Quartz Street NW, Ramsey, stated that he understands that assessments are <br />based on lots rather than frontage and he does not object to that, but stated that he does have a <br />problem with being assessed for two lots when the second parcel that he owns does not have <br />access to the road. <br /> <br />City Engineer Jankowski stated that he had talked to Mr. Schmaltz and advised him to attend the <br />Council meeting. He explained that it has been City policy to assess each buildable lot, and the <br />lot that Mr. Schmaltz owns technically does not have frontage, but the lot is buildable. He noted <br />that the City has had similar situations where a lot did not have frontage, but was still assessed. <br /> <br />Councihnember Anderson stated that technically the land is landlocked. <br /> <br />City Council/September 26, 2000 <br /> Page 13 of 36 <br /> <br /> <br />
