City Engineer Jankowski replied technically yes, but the City could grant an easement to the <br />property. <br /> <br />Councilmember ZimmenTtan indicated that the lot is a lot of record and could receive a building <br />permit. <br /> <br />Mr. Schmaltz replied that the property is quite wet and would be difficult to build on. <br /> <br />City Attorney Goodrich noted that when the City assesses a property they are saying that the <br />property is being improved by the assessment. <br /> <br />Councihnember Zimmerman stated that if the lot is buildable then the City has to assess it, but <br />suggested if Mr. Schmaltz is not interested in building on the property then he could combine the <br />lots at the County. <br /> <br />Mr. Schmaltz inquired if he were to combine the two lots would it impact this assessment. <br />Mayor Gamec replied no. <br /> <br />Denise Schara, 15711 Juniper Ridge Drive NW, Ramsey, stated that the new coating has caused <br />the run-off water to go down their driveway, which will be a problem in the winter. <br /> <br />City Engineer Jankowski replied that the City will build up a bituminous berm before the snow <br />falls. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to close the <br />public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />The public hearing closed at 8:34 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 8:34 p.m. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmembei' Hendriksen, to adopt <br />Resolution #00-09-248 through #00-09-252 adopting assessments for Improvement Projects #00- <br />01 through//00-05. <br /> <br />Motion carried.
