Case #4: <br /> <br />Public Hearing and Levy of Special Assessments for Improvement Project <br />#99-11 (Jackal Street NW Paving) <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 8:38 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 8:38 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated that this project was petitioned by residents of Jackal Street NW <br />between 153rd Avenue NW and 151st Lane NW. The project entails the grading of the existing <br />dirt street and paving with four inches of Class 5 and three inches of bituminous. Originally, the <br />feasibility study called for a standard 1 ½ inch bituminous mat, however, upon petition from all <br />the properties, the thickness was increased to three inches. A letter was sent to all property <br />owners prior to award estimating that the revised cost of the project would be $3,881.00. The <br />feasibility study anticipated the total project cost would be divided equally among eight property <br />owners along Jackal Street NW and two comer lots, one on 15Yd Avenue NW and one fronting <br />on 151 '~ Lane NW, who would receive half shares. Comments received at the public hearing <br />caused research which discovered that the properties along 151st Lane NW had received a full- <br />assessment share when 151st Lane NW was paved. Therefore, it is appropriate that the one half <br />share for the property on 15 lst Lane NW be eliminated and the project cost be divided among 8.5 <br />shares. Thus the proposed assessments are $3,640.10 for the eight full shares and $1,820.10 for <br />the corner lot. <br /> <br />Citizen Input <br /> <br />There was llOlle. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to close the <br />public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, Anderson, <br />and Zimmerman.
