Tim Strong, Builder for Mallard Ponds, inquired about the plan review fee that the City charges
for each unit.

Mayor Gamec requested that staffpresent the issue at a future meeting.

Case #11:

Award Contract for Improvement Project #99-51,153~a Avenue NW/155th
Avenue NW Extension

City Engineer Jankowski stated that on Wednesday, September 6, 2000, bids were opened for
Improvement Project #99-51, 153~a Avenue NW/155tt~ Avenue NW extension. A summary of the
bidding is as follows:

Bidder Amount of Bid
· Forest Lake Contracting, Inc. $716,399.48
· Dresel Contracting, Inc. $733,643.38
· Hardrives, Inc. $757,419.65
· W.B. Miller $816,499.90
· Richard Knutson, Inc. $822,636.25
· S.R. Weidema $876,998.79

· Engineers Estimate $807,000.00

City Engineer Jankowski stated that the low bid submitted from Forest Lake Contracting is over
$90,000 below the engineers estimate of $807,000.00. The low bid represents a very attractive
contract price for this project. To date, the City has obtained six of the seven parcels necessary
for this construction. The single remaining parcel is owned by Mr. Reginald Vasseur and he has
turned negotiations for the parcel over to his attorney. The low bid contractor, Forest Lake
Contracting, would like to commence grading for the project beginning this fall. Forest Lake has
indicated that they would be willing to agree to refrain from working on Mr. Vasseur's property
until next spring, if necessary. The City can assure access to Mr. Vasseur's parcel by March 1,
2001, by filing a quick take condemnation with the County before December 1, 2000. Staff
recommended awarding the contract to Forest Lake Contracting in the amount of $716,399.48,
contingent upon a supplementary agreement with Forest Lake whereby the contractor would
agree to refi'ain fi'om entering Mr. Vasseur's property until March 1, 2001, unless a right-of-entry
is obtained by the City.

Councilmember Zimmerman stated that he would like the City to obtain the final parcel before
they move forward with the project.

City Engineer Jankowski replied that if they were to wait on obtaining the last parcel the City
would have to re-bid the project. He noted that the contractor indicated that they can begin the
project this fall and not access Mr. Vasseur's property.

City Council/September 26, 2000
