Case #3: Adopt Ordinance to Amend Tower Regulations <br /> <br />Community Development Director Frolik stated that when the ordinance was presented to the <br />Council on November 14, 2000, for final adoption, Council directed City staff to refer the <br />ordinance back to the Planning Commission for affirmation to staff's modifications to the <br />ordinance draft. On December 5, 2000, the Planning Commission reviewed the modifications <br />pertaining to not requiring ten-acre parcel sizes for placement of antennas on existing structures. <br />The Planning Commission recommended adoption of the ordinance as modified by City staff. <br /> <br />Motion by Councihnember Anderson, seconded by Councilmember Connolly, to adopt <br />Ordinance #00-13 amending the regulations for cell towers. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Connolly aye <br />Councihnember Zimmerman aye <br />Councilmember Anderson aye <br />Councihnember Hendriksen aye <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #4: <br /> <br />Approval of Plans and Specifications and Authorization to Advertise for Bids <br />for Improvement Project 00-26, County Ditch No. 43 Cleaning <br /> <br />City Engineer Olson stated that as a condition of the permit that the City received from the DNR <br />for crossing Wetland 114P during the construction of Sunwood Drive between C.R. #5 (Nowthen <br />Boulevard) and C.Ro #57 (Sunfish Lake Boulevard) the City of Ramsey was required to build a <br />100 foot bridge and install a ditch block in County Ditch No. 43. Improvement Project 00-26 <br />consists of two phases. The first phase of the project is to maintain the ditch by excavating the <br />deposited sediment fi-om the ditch channel. Cleaning the ditch provides for positive flow through <br />the wetland so as to eliminate the flooding of 153rd Avenue NW during periods when the storm <br />sewer system has frozen. This Phase of the project will not adversely affect the adjacent property <br />owners, as it will serve to improve drainage. The ditch maintenance will not increase the rate of <br />runoff, but will increase the volume of water that is able to flow through the wetland. The <br />second phase of the project is the construction of a ditch block. The DNR, as mitigation for the <br />filling of Wetland 114P, introduced the requirement of this phase of the construction. This <br />improvement would enhance the wetland by raising the water level in Wetland 114P to a more <br />"historically natural level" which would have existed prior to the County ditch being constructed. <br />Prior to this phase of the project, a flowage easement will be required of three adjacent <br />properties. Since the cost of this improvement will be less than $100,000, State law requires that <br />the bids be advertised for ten days. <br /> <br />City Council/December 19, 2000 <br /> Page 14 of 19 <br /> <br /> <br />
