Associate Planner Dalnes advised that Oakwood Land Development has applied for a minor <br />subdivision to create two lots from an existing lot, legally described as Lot 1, Block 3, River <br />Pines 5th Addition. She indicated that the subject property is zoned R-1 MUSA. She stated that <br />the proposed lots will be 15,549 square feet and 34,331 square feet in size, which exceeds the <br />minimum lot size of 10,800 square feet, and both lots conform to the minimum lot width of 80 <br />feet. <br /> <br />Associate Planner Dalnes indicated that access to the proposed lot will be gained from Lithium <br />Street, and Staff is requesting the installation of a temporary cul-de-sac at the northern dead end <br />of Lithium Street and the installation of a sidewalk. She indicated that the two lots consist <br />primarily of drainage and utility easements along the northern and eastern portions of the site. <br />She stated that revised plans have been requested to indicate the exact locations and <br />measurements of these easements. She indicated that a grading and drainage plan showing <br />contours and proposed building elevations is required at Final Plat. She stated that the applicant <br />is asking for direction and feedback concerning the layout and design. <br /> <br />Commission Input <br /> <br />Chairperson Nixt stated he does not have a problem with it if the lots are conforming. <br /> <br />John Peterson, Oakwood Land Development, stated that he would argue on the need for a cul-de- <br />sac on the stub. He indicated that it will be torn up in a few years to extend Lithium to the north. <br />He stated he will put in the sidewalk. He noted that he also owns the property north of this, and <br />someday will be back to talk to the Planning Commission about developing that parcel. <br /> <br />Associate Planner Dalnes stated it has been the City's practice to require a temporary cul-de-sac <br />for emergency vehicles. <br /> <br />Chairperson Nixt indicated that the Planning Commission will let the applicant and Staff resolve <br />the temporary cul-de-sac issue. <br /> <br />Case #3: <br /> <br />Public Hearing - Request for an Interim Use Permit to Operate a Sign <br />Business within a Detached Accessory Structure; Case of Robert Guzzo <br /> <br />Presentation <br /> <br />Assistant Community Development Director Frolik advised that in May of this year the City <br />approved a six month Interim Use Permit for Robert Guzzo to operate a sign business in a <br />detached accessory building on his residential property located at 6160 Green Valley Road. She <br />stated that both the Planning Commission and City Council had some concerns regarding the <br />compatibility of this type of business in a residential area when Mr. Guzzo originally requested <br />the Interim Use Permit in April of this year. She indicated that the Planning Commission and <br />City Council were concerned that denying that required may force the company out of business, <br />therefore the City Council approved a six month Interim Use Permit to provide Mr. Guzzo an <br /> <br />Planning Commission/December 1, 2005 <br /> Page 5 of 10 <br /> <br /> <br />
