Mr. Goodrich reported that the operators of the Rum River Hills Golf Course <br />have reported that they are having a problem with an overpopulation of <br />geese. The Coif Course is requesting a special permit from the City to <br />shoot these geese. Mr. Goodrich stated that to allo~ such a shooting would <br />require amending the city ordinance to allo~ discharge of firearms within <br />600 feet of any residence. <br /> <br />The manager of the golf course was present and stated that in conversations <br />with the DNR, he has found that the most effective way to control geese <br />overpopulation is by shooting. Chief Auspos was present and suggested that <br />he research the efficiency of using controlled hunting to alleviate geese <br />overpopulation problems. The City Council also directed Merland Otto to <br />research other methods for controlling geese population. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember Sorteberg to <br />table any action on the geese problem at Rum River Hills Golf Course until <br />the special council meeting scheduled for September 20, 1988. <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Bawden, and Pearson. Voting No: None. <br /> <br /> Case 43: R~evellno contract for vilot eurbslde reevelln~ ~ro~ram/ <br /> draft ordinance for mandatory recycling. <br /> <br />Mr. Merland Otto and Mr. Goodrich presented the proposed contract for a <br />mandatory recycling program. Mr. Dale Henderson of Waste Management, <br />Blaine was present and stated that Waste Management is presenting a <br />contract at a rate of $1.01 per month per eligible household~ whether they <br />participate or not. That Waste Mana§ement's experience has been that <br />providing an incentive for recycling is better than instituting a mandatory <br />participation program. Mr. Henderson also took exception to Section 8B of <br />the proposed contract requiring detailed financial records, and Section 9 <br />(access to records). Mr. Henderson stated that these two sections would <br />infringe on Waste Management's confidentiality and impact their bidding <br />powers. <br /> <br />City staff noted that it would be worthwhile to have these kinds of <br />information in order to justify Council's action to enter into a contract <br />with Waste Management. <br /> <br />Council consensus was to direct City staff to amend contract language to <br />require a summation of financial information and to bring the contract <br />back to City Counoil for consideration on September 27, 1988.
