Each <br />lot meets the City's requirement that .625 acres (25% of a 2.5 acre lot) of such lot <br />consists of Class A type buildable soils. Attention has been given to meeting the City's <br />5horeland Ordinance requirements. Easements over the rear 100 feet or so of various <br />lots will be given to the golf course in order to create an appropriate "sphere of <br />influence". This easement area would be maintained by the golf course developer and be <br />available to the lot owner for. use in his septic drainfleld if necessary. At Rum River <br />Hills the golf course developer owned this "sphere of influence" and gave easements to <br />the lot owners. <br /> <br /> The area lying generally east of Andrle Street and north of 153rd Avenue has not <br />been changed from prior submittals. North Fork,.Inc. has already granted easements to the <br />City for a 30 acre park east of Lake Itasca and adjacent to the existing Clty Park and a <br />60 foot wide trall corridor connecting that park wlth the Trott Brook area north of the <br />PUD. Though a definite easement has been given It is understood that this easement may <br />be modified to accomodate North Fork's platting needs or to minimize the City's construction <br />costs. North Fork Is also required to dedicate to the Clty, at the Clty's direction, a <br />vehicular'access to the dedicated park area. It is posslble that such access could come <br />through the Whispering Pines plat along an existing roadway system. It Is our understanding, <br />however, that the City would prefer to make such a connection via the proposed cul-de-sac <br />extending northward from 153rd Avenue southeast of Lake Itasca. This ~ould require the <br />modlflcatton or ellmlnatlon of Lot 4, Block 3, Northfork Slxth. <br /> <br /> Also as previously proposed the area lying south'of Lake Itasca and north of 153rd <br />Avenue remains open space. North Fork represented in the ElS that the natural habitat <br />south of the lake would be malntalned. <br /> <br /> The City and North Fork need tO resolve the Issue of a roadway connection to existing <br />164th Avenue or Okapi Street in the Northeast corner of the PUD. <br /> <br /> In the area south of 153rd Avenue a IO lot cul-de-sac has been added to be integrated <br />with the front nine of the golf course and some addltlonal ponding. It Is understood that <br />the proposed cul-de-sac somewhat exceeds the maximum length allowed by City Code but it <br />does not appear to be an unreasonable use of the property and a similar type variance <br />was granted in the Rum River Hills plat. Alternative development not requiring a variance <br />ls possible but would require two accesses on the State Aid 153rd Avenue. The 0NR has <br />no problem with additional ponding in this area. <br /> <br /> The proposed revised concept plan also incorporates the extension of 153rd Avenue <br />to its Intersection with Highway 10. It Is our understanding that this extension will <br />be bullt by the City in 1989 and the same has been represented to potentlal golf course <br />developers. <br /> <br /> <br />
