Site Height Limitation. The final maximum elevations of the landfill site shall not exceed 1020' mean sea level. Final slopes for the landfill area will be a maximum of twenty-five percent (25%). Scope and Conduct of Landfill Operations. The operation of a sanitary landfill may be performed on the Landfill Site in conformance with existing statutory and regulatory authority and requirements of the city of Ramsey (City), Anoka County, Minnesota (the County), and the Minnesota Pollution Control Agency (MPCA). Landfill Plans & Submittals. The permit holder shall construct, operate and maintain the facility in accordance with the engineering plans dated June, 1988 and as revised , 198__. All grading and site plans shall be subject to the approval of the City Engineer. Working Conditions. The fill area shall be continually policed and shall be kept neat and sanitary at all times. The size of the active face on which mixed municipal waste is being currently deposited shall be kept to a minimum. On-Site Litter Control - Temporary Fencing. Litter control fences shall be placed around the working area(s) of the landfill to prevent the blowing of paper on or off site. WIfMI shall assign employees to inspect the landfill site and shall police and clean up the areas where litter accumulates. All materials subject to movement or blowing by the wind, or which may cause a nuisance through decomposition, shall be covered with cover material promptly after disposal and no later than at the end of the working day.
