Small-Load Dumping Site. ~q~MI shall, during all hours of operation, <br />maintain and operate a separate place for the dumping of small loads <br />by pickup trucks, cars, and trailers from May 1 to June 15 and from <br />September 15 to October 31 each year. This separate site shall be <br />located and operated with due regard for the nature of the vehicles <br />bringing such loads, and the normal frequency of such dumping. <br /> <br />Landfill Equipment. Ail equipment and vehicles utilized at the <br />Landfill Site shall be periodically inspected and maintained to <br />minimize noise. Applicable state standards for noise pollution may <br />not be exceeded by the Landfill operation, equipment, vehicles or <br />machinery. <br /> <br />Pest Control. Insects, rodents and birds on the site shall be <br />controlled and exterminated as needed and additional control may be <br />directed by the city Inspector. <br /> <br />Water Quality. Surface and ground waters originating outside and <br />passing ~hrough or adjacent to the landfill site and runoff water <br />discharged from the site shall, at its point of departure from the <br />landfill site, be of equal quality to the water at the point where it <br />enters the landfill site. The operator shall perform any water treat- <br />ment necessary to comply with this provision. <br /> <br />Site Plan Review. No landfill expansion activities, borrow activities <br />or development of the ski hill facility shall be pe.'-mitted until ~I <br />proceeds with the site plan review process and approvals by the <br />Planning Commission and City Council. Site plan review submittals <br />shall include final review statements and approvals from MPCA, MC and <br />Anoka County. <br /> <br />Building Permits. No construction of any structures shall co~_mence <br />prior ~o the issuance of a building pe_--mit by the City Bui!~ing <br />official. <br /> <br />Off-Street Parking. Ail off street parking spaces for the ski hill <br />opera,ion h ~ · · · <br /> s..a__ be surfaced with mltumlnous or concrete. <br /> <br />Hours of Omeration. ~h= hours of operation for the ski hill facility <br />shall be from !!:00 a.m. to no later ~han l!:00 p.m. <br /> <br />--~..--..~.~-~ Ail __~t;n~.. _ . on the recrea:icn property shall be arranged <br />so as %o deflect__~...~-~- away from an}, adjcinSn~ street and residence. <br /> <br />Financial Assurance.
