Kelly Acres <br />Pretiminwy Plat Review <br />February 28, 2006 <br />2of4 <br /> <br />Density Transitioning: The proposed plat will not require density transitioning efforts since the <br />new lots being created are not adjacent to larger lots outside the plat. <br /> <br />Existing Structures: Please submit a revised site plan indicating the locution of all existing <br />structures on the site. <br /> <br />Landscaping Plan: The following comments are offered regarding the landscaping plan, dated <br />February 2, 2006; <br /> <br />City Code requires that every, single family lot receive two (2) overstory trees, consisd~ng of a <br />mixture of coniferous and deciduous species (not less than 25% of either type). Your submittal <br />is deficient a landscaping plan. Please submit a landscaping plan that outlines the location and <br />species of trees preserved, if you wish to gain credit towards the landscaping requirement. Also, a <br />landscaping plan should consist of the location of type of proposed trees on the Kelly Acres site. <br /> <br />Tree Preservation Plan: k appears that you plan to preserve approximately 50% of the existing <br />trees located on the Kelly Acres site. Additional tree plantings will be required in the ~ront yards <br />of these lots. Please submit a revised site plan indicating the location of any trees to be saved if <br />you wish to gain landscaping credit for the trees that will be preserved in the backyards of the <br />proposed lots. <br /> <br />Wetlands: It appears that there is a small wetland located on the Kelly Acres site. This should <br />be verified by a wetland delineator and delineated on the site plan. However, it does not appear <br />that there are any significant wetlands located in the development area. <br /> <br />Ali stormwater calculations must be submitted to the Lower Rum River Water Management <br />Organization (LRRWMO) for review and approval. A permit must be obtained from the <br />LP,_R. WMO. A NPDES permit is also required with a courtesy copy of the permit sent to the City <br />of Ramsey. <br /> <br /> Drainage and Grading: All lots with grade less than 2% drainage will require a certificate of <br /> Fading prior to occupancy. A building summary is required showing lot, block, lowest opening, <br /> garage opening, 100 year tlood elevation pond wetland, centeriine elevation, front yard slope <br /> (%), rear yard slope (%) and a list of the lots require ~ading certificates. The city does not allow <br /> infiltration basins. Please revise the grading plan showing elevations at lot corners and <br /> proposed spot elevations. Further city comments will follow revisions to the preliminary <br /> grading, drainage, and utility plans. <br /> <br /> Streets and Access: The preliminary plat proposes gain access from Wolverine Street, north of <br /> the proposed Rum River Prairie plat. All proposed streets appear meet City Code requirements <br /> for width, and all streets must be constructed to urban street standards, with curb and gutter. <br /> <br /> <br />
