Kelly Acres <br />Preliminary ?[at Review <br />February 28, 2006 <br />3of4 <br />The City will be requiring the construction of proposed 17I~t Avenue to provide a second access <br />to the entire development to serve as a second access to both Kelly Acres and Rum River Prairie. <br /> <br />Staff would like to explore shifting Wolverine Street to the west to more closely align with <br />existing Wolverine Street. Please submit a revised plan showing options for the realignment <br />of Wolverine Street. <br /> <br />A "future througi~ street" sign will be required to be posted at the terminus of Wolverine Street. <br /> <br />Easements: All existing easements in Letendre Addition w/Il need to be vacated before <br />proceeding with Final Plat for this subdivision. An application for easement vacation and a <br />corresponding escrow w/Il need to be submitted before the Final Plat application is submitted. <br /> <br />Sidewalks: Sidewalks must be constructed along one side of all streets within the plat. The <br />submitted street plan indicates the installation of a 5 foot wide concrete sidewalk on the east side <br />of WolverLne Street. Also, the construction of a 5 foot wide sidewalk is required along the extent <br />of the plat on eastern edge of Tiger Street and along one side of 171~t Avenue. <br /> <br />Traffic Generation Analysis: A traffic generation report will be required as part of this plat. <br />The analysis will be conducted by City Engineers and billed accordingly. Staff will not bring <br />forward the preliminary plat to the Council until this study is completed. <br /> <br />Water Utilities: The plat application lacks a plan for the provision of water. If a community well <br />is proposed, please submit details regarding the location and design of this well. If individual <br />wells are proposed, please submit a revised utilities plan indicating the location of these wells <br />and a maintenance plan for ensuring the integrity of the unused water pipes. Please submit a <br />revised site plan indicating a water source. <br /> <br />Sewer and Septic Utilities: The Minnesota Pollution Control Agency will be the responsible <br />party for permitting the community septic system. All city approvals are continent upon the <br />applicant receiving that permit. When the MPCA permit is obtained, a primary and secondary <br />location for a community septic system must be established and indicated on the Rum River <br />Prairie plat. Also, information concerning the contractor responsible for maintaining and <br />monitoring the community septic system is required. This system wili also require an annual <br />inspection. <br /> <br />Home Owners Association: A Home Owners' Association (HOA) is required for this <br />development, to manage the maintenance of the communal septic system. The City will review <br />all HOA documents pr/or to release of the final plat for recording. The HOA will be required to <br />establish a financial surety to insure the adequate operation and maintenance of the on site <br />system, and the eventual connection to the municipal system when it becomes available. It is also <br />the developer's responsibility to notify potential purchasers of cluster lots of the possibility of <br />future development on the remainder of the parcel. The notice must include a statement to this <br />effect and include a copy of the Urban Development Plan required as part of City Code. A copy <br /> <br />59 <br /> <br /> <br />
