Sketch Plan Review: GADS Prairie
February 23, 2006

Setbacks: The R-2 District requires the following structure setbacks: 25 feet from public
right-of-way, 30 feet from plat boundaries, and 20 feet separation between buildings. It is
apparent that even with a private road width of 30 feet, the plat as proposed cannot
comply with the established setbacks. Designing the plat with a full width public road or
service road will intensify the deficiency in setback distances unless the number of units
is reduced. It is noted that the depth of the property presents a hardship with respect to
meeting setback requirements. A combination of reduction in units and a variance may
be required.

Gmdine and Dralnaee: A drainage and grading plan must be submitted at the preliminary,
plat stage. The number of units proposed in the sketch plan may have to be reduced in
order to fulfill the on-site drainage pond requirements. A permit will need to be obtained
from the Lower Rum Pdver Water Management Organization and the MPCA for this
development.

Traffic Generation Analysis: Tko City will require a traffic analysis at the time of
preliminary plat review. Standard procedures require that the City hire a traffic
consultant to review the traffic patterns and traffic impact of the development. The traffic
analysis for this plat can be accomplished in-house by City Staff; however, the applicant
is still responsible for the additional stafftime incurred to perform the analysis.

Utilities and Water Usaze: The development will need to be served by municipal water
and sanitary sewer. Municipal water is currently located within the CSAH 5 right of way
located adjacent the proposed development. Sanitary sewer is currently located in the
CSAH 5 right of way a distance of approximately 250 feet north the subject property.
Sanitary sewer will need to be extended to service this property. Sanitary sewer and water
trunk charges and water lateral benefit charges will be due.

Park Dedication: The proposed plat will be forwarded to the Park Commission for a
recommendation on park dedication. The City has the option for cash at the rate of
$2400.00 per unit, land, or a combination of the two.

10.

Trail Development Fees: The City has enacted a Trail Development Fee. The current
rate is $580 per dwelling unit.

11.

Trail Construction: A trail may be required along the public street or County road. The
construction costs for the trail are not eligible for credit against Trail Development Fees
due on the Plat. Trails will need to be shown on the preliminary plat.

12.

Sidewalks: City Code requires the installation sidewalks along one side of all non cul-de-
sac public streets. Sidewalks will need to be shown on the preliminary plat.

76
