Sketch Plan Review: GADS Prairie <br />February 23, 2006 <br />Page 2 of 3 <br /> <br />Setbacks: The R-2 District requires the following structure setbacks: 25 feet from public <br />right-of-way, 30 feet from plat boundaries, and 20 feet separation between buildings. It is <br />apparent that even with a private road width of 30 feet, the plat as proposed cannot <br />comply with the established setbacks. Designing the plat with a full width public road or <br />service road will intensify the deficiency in setback distances unless the number of units <br />is reduced. It is noted that the depth of the property presents a hardship with respect to <br />meeting setback requirements. A combination of reduction in units and a variance may <br />be required. <br /> <br />Gmdine and Dralnaee: A drainage and grading plan must be submitted at the preliminary, <br />plat stage. The number of units proposed in the sketch plan may have to be reduced in <br />order to fulfill the on-site drainage pond requirements. A permit will need to be obtained <br />from the Lower Rum Pdver Water Management Organization and the MPCA for this <br />development. <br /> <br />Traffic Generation Analysis: Tko City will require a traffic analysis at the time of <br />preliminary plat review. Standard procedures require that the City hire a traffic <br />consultant to review the traffic patterns and traffic impact of the development. The traffic <br />analysis for this plat can be accomplished in-house by City Staff; however, the applicant <br />is still responsible for the additional stafftime incurred to perform the analysis. <br /> <br />Utilities and Water Usaze: The development will need to be served by municipal water <br />and sanitary sewer. Municipal water is currently located within the CSAH 5 right of way <br />located adjacent the proposed development. Sanitary sewer is currently located in the <br />CSAH 5 right of way a distance of approximately 250 feet north the subject property. <br />Sanitary sewer will need to be extended to service this property. Sanitary sewer and water <br />trunk charges and water lateral benefit charges will be due. <br /> <br />Park Dedication: The proposed plat will be forwarded to the Park Commission for a <br />recommendation on park dedication. The City has the option for cash at the rate of <br />$2400.00 per unit, land, or a combination of the two. <br /> <br />10. <br /> <br />Trail Development Fees: The City has enacted a Trail Development Fee. The current <br />rate is $580 per dwelling unit. <br /> <br />11. <br /> <br />Trail Construction: A trail may be required along the public street or County road. The <br />construction costs for the trail are not eligible for credit against Trail Development Fees <br />due on the Plat. Trails will need to be shown on the preliminary plat. <br /> <br />12. <br /> <br />Sidewalks: City Code requires the installation sidewalks along one side of all non cul-de- <br />sac public streets. Sidewalks will need to be shown on the preliminary plat. <br /> <br />76 <br /> <br /> <br />
