CASE #: ~ REQUEST FOR FINAL PLAT AND FINAL SITE PLAN APPROVAL OF THE MEADOW; CASE OF GM LAND DEVELOPMENT, INC. By: Sylvia Frolik, Asst. Community Development Director Background: GM Land Development has applied for final plat and final site plan approval of' The Meadow. The property is located in the southeast quadrant of C.S.A.H. #5 and Alpine Drive N.W. The following items are enclosed for your information: a) Site location map b) Proposed final Plat c) City Staff Review Letter dated February 22, 2006 d) Letter from Anoka County dated November 23, 2005 e) Final Site Plan f) Grading Plan g) Landscape Plan h) Tree Preservation and Tree List i) City Council meeting minutes dated November 22, 2005 j) Proposed resolution for final plat approval k) Proposed development agreement Notification: Staff attempted to notify owners of property within 700 feet of the subject property of the preliminary plat public hearing in November of 2005. Observations: The subject property is approximately 50 acres in size and includes the City Hall campus, thxee existing residential lots to the south, and the Dental Office lot on the comer of Nowthen Blvd. and Alpine Drive. The final plat complies with the approved preliminary plat in that it is creating 46 new single family lots, replatting the 3 existing residential lots, replatting the dental clinic into two lots, and preserving 2 public/quasi-public sites. The land uses on this 50 acres will not change, but a Comprehensive Plan Amendment to reconfigure the layout of the existing land uses and a rezoning were required as a part of preliminary plat review. The City Council and Metropolitan Council have approved the land use change in the Comprehensive Plan. The City Council conducted a public heating and adopted findings of fact regarding the rezoning of the property to implement the land use changes. The final adoption of the rezoning ordinance is also on tonight's agenda. -125-
